摘要：随着城市生活垃圾量日益增长，人们逐渐重视垃圾资源化问题。发达国家依靠着各自完备的垃圾分类管理体系扩大了垃圾资源利用率，建立其自身循环型生态经济网。我国通过对发达国家经验的学习、借鉴，不断探索着适合我国国情的垃圾处理道路，为生态文明城市建设提供助力。本文通过分析发达国家的垃圾分类管理体系对我国生态文明建设产生的影响，寻求适合我国的垃圾分类方法。

Abstract：With the increasing amount of municipal solid waste，people gradually attach importance to the problem of garbage recycling.Developed countries rely on their own complete waste classification management system to expand the utilization rate of waste resources and firmly establish their own recycling ecological economic network.Through learning from the experience of developed countries，Chinese experts are constantly exploring the waste disposal road suitable for Chinas national conditions，so as to provide assistance for the construction and development of ecological civilization cities.This paper analyses the impact of waste classification management system in developed countries on the construction of ecologically civilized cities in China，and seeks suitable waste classification methods for China.

1 發达国家垃圾分类管理体系

1.1 日本垃圾分类管理体系

日本作为世界垃圾分类的成功典范，通过多年的摸索和实践已经形成公民认同、法律齐备、政策到位、社会全方位参与的垃圾分类管理系统，其垃圾分类管理的治理机制是以公民参与的动态系统为中心，并加以法律制约、宣传教育、监督惩罚与扶持激励机制共同作用于这个系统，从不同的方面促使公民与公民团体发挥能动作用[1]，充分体现了环境善治的特点。首先，日本垃圾管理体系责任明确是日本垃圾分类管理成功的基础[2]。日本对企业责任、销售者和消费者的责任和义务以及国家、地方企业和个人应履行的责任分别进行了规定，如《废物处理法》《家用电器回收法》《建筑及材料回收法》《循环型社会形成推进基本法》等等[3]。其次，使大众参与垃圾分类回收是垃圾分类必备条件，而日本对其民众从孩童时期起就开始了垃圾分类的教育，从小养成垃圾分类及处理的好习惯，这也是日本垃圾回收利用顺利实施的主要原因。……
