【摘   要】 本文在充分认识当前气象部门改革重要性的基础上，针对基层气象部门综合业务改革的现状进行分析，指出其中存在的问题，并提出相应的发展对策，以期参考。

[Abstract] On the basis of fully understanding the importance of the reform of meteorological department at present， this paper analyzes the present situation of the comprehensive business reform of meteorological department at the grass-roots level， points out the existing problems， and puts forward some corresponding development countermeasures for reference.

公共气象服务、气象预报服务、气象观测及综合气象保障业务是当前基层气象部门开展的综合业务工作，要想加强现代化气象事业的发展，就必须推动基层部门综合业务的改革。基层气象部门的活力是决定气象事业长期发展的重要因素，综合业务是基层气象事业基础性工作，在当前形势下，基层气象事业虽然面临着良好的发展机遇，但在改革的过程中不可避免地遇到诸多的挑战。本文针对基层气象部门综合业务改革的现状进行分析，指出其中存在的问题，并提出相应的发展对策，以期参考。

1  基层气象部门改革的重要性

1.1  基层气象部门是整个气象部门进行改革创新的试验田，能够为整个气象系统的改革和发展提供值得借鉴的经验，做好基层气象部门综合业务的改革，能够更有效地推动基层气象事业的进一步发展，为气象部门在长远发展的方向上打好坚实的基础。

1.2  基层气象部门的工作做好了，才能获取完整的气象观测数据，提升气象预报预测水平，为当地的公共气象工作更好的开展做好服务保障，使公共气象服务能力得到真正的提升，气象的防灾减灾及应对气候变化进行的相应工作才能够落到实处，才能够提供坚实的支撑力量。……
