摘 要：加强风景名胜区交通管理，维护景区交通秩序和旅游秩序，对地区社会、经济与文化等方面的发展具有推动作用，是确保旅游业良性发展的重要保障。本文以五台山风景名胜区为例，通过对景区相关交通数据与现行交通管控措施分析，以加强景区道路交通管理为突破口，从近期、中远期两个层面提出建议与对策。

Study on traffic management measures of tourist attractions--The case of Wutai Mountain scenic spot

Abstract： Strengthening the traffic management of scenic spot， and maintaining the traffic and tourist order of scenic area can not only promote the social， economic and cultural development of the region， but also guarantee for the healthy development of tourism. Taking the scenic spot of Wutai Mountain as an example， this paper analyzes the relevant traffic data and current traffic control measures， then takes strengthening the road traffic management of the scenic spot as the breakthrough point， and puts forward suggestions and countermeasures from the two aspects of short， medium and long term.

自2009年申遗成功以来，五台山风景名胜区在国际上的知名度逐步提高，安全、舒适、文明的礼佛环境越来越受到社会各界的关注。随着近年来景区内外道路条件改善，以及机动车辆爆发式增长，形成了以自驾车为主体，旅游大巴、公交大巴等包车为补充的离抵景区交通方式。近年来景区大型节假日分流管控措施虽然不断升级，但日益增长的交通量仍不断冲击景区有限的交通承载力，此外受山高沟深、道路坡陡弯急，山体多土石结构，地质灾害隐患较大等多重因素影响，给交通管理工作带来巨大的压力。节假日常态化拥堵、尾气排放和鸣笛噪音污染等问题突出，不仅严重影响了五台山作为“世界五大佛教圣地之一”的景区品质，亦不符合相关文化景观世界遗产的保护要求。因此，以加强景区道路交通管理为突破口，实行机动车智能管控、倡导低碳、绿色出行具有强烈的现实意义，是深化五台山世界遗产保护的重要措施。
