卢森堡将成为世界首个公交全免费的国家

欧洲有一个袖珍国，国土面积仅2500多平方千米，它就是卢森堡。但就是这个小国，它将成为世界上首个公共交通全免费的国家。今年夏天起，市民乘坐火车、电车和巴士统统免费。

Fees1 on trains， trams2 and buses in Luxembourg will be moved under the government led by Xavier Bettel who decides to put the green environment as priority， effectively3 in the coming summer. On top of the transportation， the new government is also considering introducing two new public holidays.

Luxembourg City， the capital of Luxembourg， suffers from some of the worst traffic congestion4 in the world. It is home to about 110，000 people， but an additional 400，000 people commute5 into the city to work. A study showed that drivers in the capital spent an average of 33 hours on traffic jams in 2016.

While the country as a whole has a population of 600，000， nearly 200，000 people living in France， Belgium and Germany cross the border6 every day to work in Luxembourg.

Luxembourg has increasingly shown a progressive7 attitude to transport. In the summer of 2018， the government brought in free transport for every child and young person under the age of 20. Secondary school students can use free buses between schools and homes. Commuters only need to pay 2 （about ￥15.6） for up to two hours of travel， which in such a small country covers almost all journeys.

Now， from the start of 2020 all tickets will be out of service8， saving on the collection of fees and ticket machines. The policy is yet to be fully thought through， however. A decision has yet to be taken on what to do about first-class and secondclass compartments9 on trains.

格扎維埃·贝泰尔领导的政府推出计划，从今年夏天开始，卢森堡境内火车、电车和巴士的车费将全免。贝泰尔曾经承诺，把保护环境放在优先地位。除此之外，新政府还考虑增加两个公共节假日。

在卢森堡的首都卢森堡市，交通极其拥堵。卢森堡市的人口约11万，但还有40万人每日通勤进城上班。研究显示，2016年卢森堡市的司机浪费在交通堵塞上的时间平均为33个小时。

尽管整个国家的居民总数为60万，但每天有近20万居住在法国、比利时和德国的人跨境到卢森堡上班。

卢森堡对待交通问题的态度与时俱进。2018年夏天，政府免除20岁以下儿童和青少年的公共交通费用。中学生每天可以乘坐免费班车往返学校和家。通勤族乘坐公交车2小时只需支付2欧元（约15.6元）。对一个领土面积如此小的国家来说，去国内任何地方都可以在2小时的车程内搞定。

从2020年起，卢森堡所有的车票都将被废除，检票、售票监控手续也将免除。不过，该政策还有待全面斟酌。关于火车一等座和二等座的车费问题，尚未定论。
