【摘 要】小微工业企业在活跃地方经济、完善产业结构、促进就业等方面发挥着积极作用。但由于地方小微工业企业所处行业层次不高，产品普遍位于产业链中低端，且同质性强，技术含量偏低，在激烈的市场竞争中通常处于弱势。论文基于近年来扬州市规模以下工业企业发展情况的调查，分析其在产能利用及景气、产销情况、技术资源及发展环境等方面面临的问题，结合地方产业布局及发展要求，提出了相应对策。

【Abstract】Small and micro industrial enterprises play a positive role in invigorating local economy， improving industrial structure and promoting employment. However， due to the low industrial level of local small and micro industrial enterprises， their products are generally located at the middle and low end of the industrial chain， with strong homogeneity and low technical content， and they are usually in a weak position in the fierce market competition. Based on the investigation of the development of industrial enterprises below the scale in Yangzhou in recent years， this paper analyzes the problems they faced in the aspects of capacity utilization and prosperity， production and sales， technical resources and development environment， and puts forward the corresponding countermeasures according to the local industrial layout and development requirements.

1 引言

在我国政府持续的促发展政策下，扬州市小微工业经过多年的发展已日益壮大，在完善地方产业结构、促进就业、提高居民收入、增进社会和谐等方面作用显著。但同时，行业层次不高、外部环境制约及企业自身不足等矛盾突出，對地方工业经济的持续发展形成困境。通过对扬州市近50家小微工业企业的抽样调查，涉及农副产品加工、机械制造、工具、器具制造、工艺品制造、乐器漆器制造、制衣及日化等多个行业。试图通过调研与分析，寻求科学的发展路径。

2 扬州市小微工业企业发展情况

2.1 产能及景气状况

从企业对本行业的总体运行情况看：32%的企业持乐观态度，60%觉得一般，8%的企业认为运行不乐观。从企业产能利用情况看：34%的企业产能利用良好，61%利用一般，5%的企业产能利用不佳。从企业对落后产能拟采取措施看：22%的企业坚决淘汰，54%的企业准备技改，20%的企业坚持继续使用，5%的企业计划转型。……
