[摘要]2014年我院执行科研分级管理制度，本文分析2013～2017年国家自然科学基金项目的申报及资助数据，比较制度实施前后的效果。数据表明科研分级管理制度的实施对国家自然科学基金项目的管理确有成效，促进了申报及资助数量的成倍增长，可为医院完善科研分级管理制度提供依据。

[Abstract] From 2014， Beijing Obstetrics and Gynecology Hospital start to implement a hierarchical scientific research management system. In this study， the application and funding data of NSFC projects from 2013 to 2017 were analyzed， and the effects before and after the implementation of the hierarchical scientific research management system were compared. All of the data suggested that the implementation of the hierarchical scientific research management system has been effective in the management of NSFC projects， and has promoted a several-fold increase in the number of NSFC funding applications and awarded grants. This study could provide evidence for our hospital in improving the hierarchical scientific research management system.

近年来，首都医科大学附属北京妇产医院学科建设发展缓慢，影响了我院的科研水平和学术地位。医院于2014年开始实施科研分级管理制度，量化分层，精细化管理[1]，以期在基金中标、论文发表、奖项获批、人才培养、学科建设等方面有所建树。国家自然科学基金项目是我国进行基础研究的主要申报渠道，受到各领域科研人员的高度重视[2]，俨然已成为衡量一个单位科研能力和水平的重要指标，成为全国各大医院科研核心竞争力的重要体现[3-4]，也间接反映未来的科研发展趋势[5]。我院从实施科研分级管理制度以来，对国家自然科学基金尤为重视，采取了一系列精细化管理的措施，下面将对实施前后国家自然科学基金的申报及资助情况进行分析，以利于在今后的科研工作中找准切入点，为医院完善科研分级管理制度提供依据。

1科研分级管理制度的实施
