摘要：在政府各方的大力鼓励和推动下，以及各行各业的积极参与下，“大众创业、万众创新”浪潮发展迅猛。基于此，本文介绍了企业孵化器和加速器在企业成长过程中扮演的角色和发挥的作用，通過明确两者之间的关系和服务内容，结合新疆国家大学科技园在企业孵化器和加速器方面的思路、措施及取得的成绩，对企业孵化器和加速器建设提出了几点建议，以期增强新疆“双创”的能力。

Abstract：Under the strong encouragement and promotion of all parties and the active participation of all walks of life，the wave of “mass entrepreneurship and innovation” has developed rapidly. 在互联网背景下，各种新兴产业大量涌现，我国政府提出了“大众创业，万众创新”的时代口号，这不仅是国家经济发展的一大亮点，也是国家调整经济结构、挖掘市场新动力、增强社会发展活力、激发群众巨大创造的重要发展战略。双创的提出意味着我国将从过去的高投资、高进出口的经济发展模式逐渐转变为依靠人才、互联网技术等高新技术的经济发展模式[1]。要实现这种经济发展模式的成功转型关键在于如何做好孵化器和加速器的规划发展。本文结合新疆国家大学科技园在企业孵化器和加速器建设方面的建设及发展情况，提出了在新形势下科技企业孵化器、加速器发展的一些观点。

1 孵化器、加速器对应创业企业不同阶段的需求，发展模式各异

为了降低创业者的创业风险，避免创业失败，提高企业在创业初期的存活率和成功率，我国1987年首次引进了“孵化器”的概念[2]。旨在为初创企业保驾护航，指导创业企业科学地快速成长，提升初创企业的业务素养和服务能力，推动科技创新产业化发展，并在企业孵化过程中培养科技人才。……
