【摘 要】目前，我国铁路85%的危险货物使用罐车运输，其中罐装汽、柴油运输占有很大份额，由于汽、柴油理化特性活泼、作业质量检查手段落后、罐车老化状态不良、应急处置能力差等情况，罐装汽、柴油运输安全控制难度高，以榆次站为例，针对汽、柴油运输现状及存在问题，对作业人员素质、基础管理、安全运输检查、罐车检修、应急处置等方面提出了加強措施，确保铁路罐装汽、柴油运输安全、有序、可控。

【Abstract】At present， 85% of the dangerous goods of railways in China are transported by tankers， among which， canned gasoline and diesel transportation occupies a large share. Due to the lively physical and chemical characteristics of the steam and diesel， the backward working quality inspection， the poor aging state of the tanker， and the poor emergency disposal ability， the safety control of the canned steam and diesel transportation is difficult. Taking Yuci railway station as an example， in view of the current situation and existing problems of the transportation of steam and diesel oil， this paper puts forward some strengthening measures for the quality of the workers， the basic management， the inspection of safe transportation， the maintenance of the tanker， the emergency disposal and so on， so as to ensure the safety， orderliness and controllability of railway canned truck and diesel transportation.

1 榆次站罐装汽、柴油运输现状

榆次站地处山西省中部，位于石太线、同蒲线、太焦线、太中银线的交汇处，是太原局集团有限公司最大的危险品货物发送办理站，主要办理管道输入中国石化销售有限公司山西晋中石油分公司的汽、柴油发往山西省内各地市的铁路运输。2015—2017年，榆次站汽、柴油的运量分别为54.5万吨、50.4万吨、44.9万吨。在长期的铁路罐装汽、柴油运输生产中，榆次站逐渐形成了一套有效的罐装汽、柴油作业管理制度，保证了罐装汽、柴油的运输安全。但仍然存在很多不足：

1.1 危险货物作业人员素质不高

一是与铁路其他岗位相比，货运作业岗位劳动强度相对较低，成为车站安置年龄大、文化程度低、转岗人员的岗位。二是专用线企业作业人员因待遇不高，工作积极性不强，专业培训、作业标准落实、基础管理水平存在差距。三是铁路货运与企业作业人员不同程度的存……
