摘要：本文根据质检业务管理系统的基本理论和概念，在传统系统功能需求的基础上，按照省委省政府最多跑一次的精神和国家总局以及省局信息化的总体框架和建设要求，结合我所检验检测管理的现状，进一步细化我所检测管理系统的框架设计，提出了检测在线自助服务、检验数据自动采集、财务收费及报告盖章管理、自动客服语音回访等颇具特色的信息化改造需求，为增加单位员工、客户的获得感，全面提升单位社会公众形象指明了方向。

Abstract： Based on the basic theory and concept of the quality management business management system and the functional requirements of the traditional system， the Once Most spirit of the provincial party committee and the provincial government， and the overall framework and construction requirements of the State Administration of Science and Technology as well as the provincial bureau informatization， the inspection and management status of our company has further refined the framework design of quality inspection management system， and proposed special information transformation needs such as online self-service testing， automatic data collection， financial accounting and report stamp management， automatic customer service voice feedback， etc.. The transformation of demand has provided a direction for the increase the acquisition sense of employees and customers and the overall improvement of the public image of the unit.

0 引言

质检业务管理系统是指涵盖了委托受理、检测领样、任务分配、检测结果编辑与确认、报告编制、报告审核、报告批准、报告打印、报告回库、报告发送等样品受理检测全过程的信息化系统。在该基础功能需求的管理下，解决了以往在手工、纸质的检验管理模式下，检测机构管理者不能全面掌控各检测中心的检测情况的弊端。随着网络技术的不断发展，以及省委省政府最多跑一次和省局建设智慧检测项目的新标准要求下，应充分利用先进的计算机网络技术、安全认证技术和先进的软件开发模式，全面整合所内部信息资源，进一步提高研究所信息化程度，提高市场竞争力，实现检验检测业务、检验检测流程及内部事务处理的计算机化、业务流转无纸化、政务资源一体化，成为一个先进、稳定的信息管理应用系统和平台。……
