摘要：随着电子信息技术和经济全球化的深入发展，使得电商在国际贸易领域的地位和作用日益凸显。揭阳作为“一带一路”纽带中关键位置，具备了一定程度的产业集聚发展条件，能够依托海运发展跨境的海外贸易，因而揭阳地区发展跨境电商产业具有天然的优势，本文分析当前电子商务现状，就揭阳地区在新时期下如何构建跨境电商新业态给出几点意见，并总结展望。

Abstract： With the in-depth development of electronic information technology and economic globalization， the status and role of e-commerce in the field of international trade have become increasingly prominent. As a key position in the "The Belt and the Road" link， Jieyang has a certain degree of industrial agglomeration development conditions and can rely on maritime transportation to develop cross-border overseas trade. Therefore， the development of cross-border e-commerce industry in Jieyang area has natural advantages. This paper analyzes the status quo of current e-commerce， gives several opinions on how to build a new cross-border e-commerce industry in the new era， and summarizes the outlook.

0 引言

随着互联网已经迎来了大数据发展的新契机，跨境电商恰好是新的发展环境下推动经济发展十分重要的助力。不久前刚闭幕的中国共产党第十九次全国代表大会提出了“推动互联网、大数据、人工智能和实体经济深度融合”的目标，这为互联网大数据时代实体经济发展指明了方向。在此背景下，广东省揭阳为响应国家的“海上丝绸之路”战略，提出通过发展电子商务，将揭阳变成与国家“海丝”战略相适应的电子商务港，集中优势力量发展具有揭阳特色的新型产业。揭阳地区是我国闻名海外的华侨之乡，在海外的华人华侨人数达到了三百万之多，分布于世界各地，有着丰富的华侨资源，也同时具备了一定程度的产业集聚发展条件，能够依托海运发展跨境的海外贸易，因而揭阳地区发展跨境电商产业具有得天独厚的优势。

在“一带一路”的战略背景下，有必要在新的机遇下构建跨境电商新业态，梳理目前该地区电商发展中的问题，并给出应对策略。……
