摘要：随着当前经济全球化发展浪潮的不断深入，边境贸易作为国际贸易的重要组成部分，在促进沿边地区经济发展与社会稳定，优化产业结构与增加财税收入，加强两国间区域经济合作与对外开放，实现长治久安与富民兴边，具有重要的意义。因此，本文通过对广西边境贸易发展现状进行分析，找出广西边贸发展中的问题，进一步提出针对性的建议，以期为广西边贸发展和政府职能部门提供决策参考。

Abstract： With the continuous development of the current wave of economic globalization， as an important part of international trade， border trade plays an important role in promoting economic development and social stability in border areas， optimizing industrial structure and increasing fiscal revenues， strengthening regional economic cooperation and opening up to the outside world， realizing long-term stability and enriching the people. Therefore， this article analyzes the status quo of Guangxi's border trade development， finds out the problems in the development of Guangxi's border trade， and further proposes targeted recommendations with a view to providing decision-making reference for Guangxi border trade development and government functional departments.

0 引言

边境贸易是指在边境地区所进行的商品交换、服务、技术合作等一系列贸易行为活动。根据WTO的规定，边境贸易是指毗邻两国边境地区的居民和企业，在据边境线两边15公里以内的地域所从事的贸易活动。边境贸易主要包含三种方式，一是边民互市贸易，二是边境小额贸易，三是边境地区对外经济技术合作，学术界一般用边境小额贸易来衡量边境贸易的规模。截止2017年底，广西外贸进出口587.22亿美元，较2016年增长22.6%，增幅较全国高8.4%。其中，广西边境贸易边境小额贸易进出口126.18亿美元，增长5.8%，占到广西外贸进出口总额的21.6%；可见，边境贸易在广西对外贸易中扮演着重要的角色。

1 广西边境贸易发展现状分析

1.1 广西边贸发展规模分析

广西边境贸易就是指广西8个边境县市（区）对越南的边境贸易，近年来，在国家边贸优惠政策以及相关政策的大力支持下，广西边境贸易发展取得了显著的成绩，已成为广西对外贸易的重要组成部分，共设立国家一类二类口岸共26个、另有边民互市点26个和边贸码头4个。……
