电网基建工程项目可研经济性评价方法研究

摘要:电网工程项目的可研经济性评价是近年来国网公司推行项目预算闭环管理的重要一环。本文以220kV 输变电工程基建项目为例,从成本经济性、技术经济性、财务经济性三个维度出发,建立了三级综合评价指标体系。在此基础上,构建其可研经济性评价模型,确定各项指标的权重和评分标准,对每个项目形成评价分数。根据得分情况对项目经济效益进行排序,评价其可研经济性,使项目评审有据可依,从而提高了项目可研评审效率,增强了投资精准度,优化了项目投资效益,进一步前移财务管控关口。

Abstract: The feasibility evaluation of grid engineering projects is an important part of the State Grid Corporation's implementation of project budget closed-loop management in recent years. This article takes the 220kV power transmission project infrastructure construction project as an example, starting from the three dimensions of cost economy, technical economy, and financial economy, establishes a three-level comprehensive evaluation index system. Based on this, it constructs a feasibility evaluation model for economic feasibility, determines the weights and scoring criteria for each index, and forms an evaluation score for each item. According to the scoring situation, the economic benefits of the project are sorted, the economic feasibility of the project is evaluated, and the project review is based on evidence. This improves the feasibility of project feasibility evaluation, enhances the investment accuracy, optimizes the project investment efficiency, and further advances the financial control.

0 引言

随着经济转型、电力体制改革等政策陆续出台,电网企业的生存模式和经营模式发生重大改变。面对复杂严峻的经营形势,电网企业的战略定位、管理理念、规划投资方式需要进行适应性调整。电网企业每年投资额巨大,工程项目数量众多,从近年内外部对工程项目检查情况来看,个别项目投资收益不高的情况较为明显,电网企业有必要进一步提高工程项目投资决策的科学性,从源头上加强对项目的事前管控和经济性评价。目前电网企业在项目可行性研究阶段的经济性评价侧重于投资回收期、内部收益率等财务指标,较为片面。为了综合评价项目可研经济性,需要从技术、财务、管理等维度综合构建评价体系,建立科学可行的评价模型。……
