摘要：以340家江苏省医药制造企业为例，从创新资源投入能力、支撑能力和产出能力三个方面构建医药创新能力评价指标体系，运用因子分析法分析江苏省医药制造企业创新能力。研究结果表明，对医药制造企业创新能力影响程度由大到小的因素分别是创新资源投入能力、创新产出能力和创新支撑能力，企业样本中综合得分最高、最低分别为9.270、-1.310分，江苏省医药制造企业创新能力整体状况较好。

Abstract： Taking 340 pharmaceutical manufacturing enterprises in Jiangsu as an example， the evaluation index system of pharmaceutical innovation capability was constructed from three aspects of innovative resource input capability， supporting capacity and output capacity and factor analysis was used to analyze the innovation capability of pharmaceutical manufacturing enterprises in Jiangsu Province. The results show that the factors that influence the degree of innovation ability of pharmaceutical manufacturing enterprises from big to small are， innovation investment ability， output capacity and supporting capacity. The highest and lowest overall scores in the sample were 9.270 and -1.310 points. The overall state of innovation of pharmaceutical manufacturing enterprises in Jiangsu Province was relatively good.

0 引言

十三五规划强调我国医药制造业的科技创新问题，规划明确指出要加速推进我国由医药大国向医药强国转变。尽管我国医药制造业规模庞大，但我国医药制造业的创新能力仍比较低，距离国际领先水平还有一定的差距[1-2]。学者们主要从不同角度对医药制造业创新能力评价进行了理论和实证分析。曹阳等[3]从投入、产出、支撑水平三个角度构建了生物医药产业创新能力评价指标体系，研究结果发现浙江、江苏、上海三个省市生物医药产业创新能力相对较强。褚淑贞、唐卉[4]通过构建基于熵权法的评价指标体系，对我国制药业创新能力进行综合评价，指出企业办科研机构对创新能力影响较大。国内学者对我国医药制造业创新能力进行评价时，鲜少基于医药制造企业进行综合评价和研究。本文以江苏省医药制造企业为研究对象，运用因子分析法分析江苏省医药制造企业自主创新能力，以期为科技管理部门、医药制造企业的管理与决策提供理论依据，对于促进医药制造业创新能力的提升及其长远发展具有一定的现实意义。……
