【摘 要】新形势下，中小企业开始协同创新，不仅成为了实施大众创业、万众创新战略的重要载体，不断地推动着我国经济的发展，还对社会发展具有重要的战略意义。但是，中小企业在协同创新的过程中还是存在着某些问题，新形势下中小企业如何解决这些问题需要各方面不断的努力。

【Abstract】Under the new situation， small and medium-sized enterprises begin to implement collaborative innovation. It has not only become an important carrier of implementing the strategy of mass entrepreneurship and mass innovation， and continuously promoted the economic development of our country， but also has an important strategic significance for the social development. However， there are still some problems in the process of collaborative innovation of SMEs. How to solve these problems for SMEs under the new situation needs continuous efforts from all sides.

1 引言

党的十八大中提出实施创新驱动发展战略，我国进入经济发展新时期。在我国，中小企业的创始人大多为科技人员或大学教授，他们是发明者和技术的所有者，也是管理者。而现代科技的发展方向其中一方面是向着小型化和分散化发展的，因此，我国中小企业是成长最快的科技创新力量，是实施大众创业、万众創新战略的重要载体。且中小企业经营范围广，适应性强，互动广泛，能够协同创新[1]。

这样，新形势下，中小企业依托各种新技术，在改革开放中为我国有效的增加了就业岗位、促进了经济的增长，在带动科技创新的同时稳定了社会的和谐。中小企业的发展无疑是我国经济发展、社会稳定不可或缺的重要因素。

2 新形势下中小企业的协同创新

中小企业一直承担着各种税收，税收负担大[2]。但2011年，工信部印发《“十二五”中小企业成长规划》，提出实施“十二五”中小企业公共服务平台网络建设工程，形成互联互通、资源共享的系统。政府大力推进“互联网+”，推动中小企业转型升级；……
