摘要 现阶段，随着经济社会不断发展，水资源短缺和供需矛盾日益加剧，水资源管理保护和可持续利用日益重要。本文着眼于水资源基本特征，对水资源可持续利用与经济社会发展的关系、水资源优化配置的内容、目标、方法及综合评价等进行了探讨，以期为实施严格的水资源管理制度提供有益的技术思路。

Abstract At this stage，with the continuous development of the economic society，the shortage of water resources and the contradiction between supply and demand are increasing intensity，and the management and sustainable use of water resources are becoming increasingly important.This paper focused on the basic characteristics of water resources，discussed the relationship between the sustainable use of water resources and economic and social development，content，target，method and comprehensive evaluation of water resources optimal allocation and so on，with a view to provide beneficial technical ideas for implementing a strict water resources management system.

新疆深居我国内陆腹地的西部边陲，气候干旱，降水稀少，蒸发强烈，是典型的沙漠绿洲灌溉农业格局。因此，水资源及灌溉水利设施对于这样一个地区而言具有重要的意义。新疆水资源形成分布具有明显的水资源总量相对少、时空分布不均、年内年际变幅较大、地区分布不均、水土不平衡、河流天然水质差异明显、含沙量大等特点；在水资源管理利用方面，存在人口经济增长与水资源供需矛盾突出、供给技术和管理能力与水资源高效利用不相适应、水环境污染与水资源有效利用存在矛盾、洪旱交替影响可持续发展进程[1-2]等问题。充分认识水资源特点及管理问题，开展区域水资源承载力、水资源优化配置和合理利用研究，对于促进水资源与经济社会协调发展具有现实意义。

1 水资源可持续利用与经济社会发展的关系

水资源可持续利用有其共同影响因素，即环境与资源关系、生活质量与生态环境关系、公众参与。生态持续是基础，经济持续是条件，社会持续是目的。……
