【摘 要】煤电、水电、核电是世界能源供应的三大主要来源。然而，核电安全问题一直以来都是世界各国争论的焦点。特别是在日本福岛的核事故之后，各个国家内部以及国际间的有关核的争议事件表现出社会中的大众对核电的安全性问题有不同程度上的担忧，在社会舆论层面产生了对核电的污名化。公众对核能的认知与态度是由多方面的原因共同导致的，因此本文采用社会学的理论范式，通过实证的方法对核电污名化的影响因素进行分析。

Analysis on the causes of the influence factors of nuclear stigma

【Abstract】Coal， electricity， hydropower and nuclear power are the three major sources of world energy supply. However， the issue of nuclear power safety has always been the focus of debate in the world. In particular， after the nuclear accident in Fukushima， the nuclear disputed events within and between countries show that there are different degrees of concern about the security of nuclear power in the community， and at some levels it has produced a stigmatization of nuclear power. The public perception and attitude towards nuclear energy is caused by many reasons. Therefore， this paper uses the theoretical paradigm of sociological psychology to analyze the influence factors of nuclear stigmatization through empirical methods.

0 引言

在全球環境问题与气候问题急需解决与保证能源安全的背景下，中国的能源结构的转型与升级是有待解决的重要问题。在众多的新能源中，核电无疑是最有效、最清洁，对环境影响最小的新型能源。但无法回避的是，核危机与“反核”的种种行为是推迟中国的核电产业进一步发展的重要因素。2005年国家出台了《核能发展中长期规划（2005-2020）》，提出“积极发展核能”方针，期间因日本福岛核事故延缓了中国核电事业发展的步伐。但自2011许多核电站建设项目停滞多年来，似乎正逐步走出福岛核事故后产生的负面效应。2014年11月，国务院发布了《能源发展战略行动计划（2014-2020年）》，明确了我国在2020年以前能源发展的总体目标。战略方针和重点任务，部署推动能源创新发展、安全发展、科学发展。这成为今后的一段时间内，我国能源发展的行动指南。……
