摘 要：城乡结合部环境治理对城市健康可持续发展、城乡协同发展及新型城镇化进程深化具有重要的现实意义。研究详细阐述了城乡结合部环境问题的主要表现，分析了目前存在的问题原因，并就此提出了针对性建议。

Abstract： The environmental governance of the urban-rural fringe is of great practical significance to the healthy and sustainable development of the city， the coordinated development of the urban and rural areas and the deepening of the new urbanization process. The main manifestations of the environmental problems in the urban-rural areas are described in detail， the causes of the problems are analyzed， and some pertinent suggestions are put forward in this paper.

随着城市化过程，城市不断向外围扩展，使得毗邻乡村地区的土地利用从农业转变为工业、商业、居住区以及其他职能，并相应兴建了城市服务设施，从而形成包括郊区的城乡交错带。城乡接合部社区人地系统具有明显的城乡过渡性特点：第一，城乡结合部受城乡之间特定的空间扩展因素与空间过程的影响其地域表现出一定的过渡性。城乡交错带内城市与乡村各要素，景观及功能的空间变化梯度大，是城市与乡村两类性质不同的区域之间的“急变带”，人地关系的空间差异远较城市城乡城域内部大，同时城乡接合部地区存在着频繁的能量与物质对流，分别来自城市与乡村的人口、物质、技术、信息等在这里相互作用与竞争互生。第二，由于同时受到城市与乡村经济的双向辐射，城乡接合部经济发展具有明显的多样化特点，经济的发展对城市的依附性不断加强，城市性产业及城市需求导向产业在增加。正是上述过渡性特征使城乡接合部社区的环境卫生管理具有特殊性，给这一地带的规划、开发、建设、管理，特别是社会管理带来了难度。……
