摘 要：大学生的资助工作是学生工作的主体之一，更是国家“以人为本”教育理念实施的重要抓手。文章通过文献资料法、逻辑分析法对高校资助工作的主要问题和根本原因进行了研究，其中贫困生的认定问题、助学贷款的管理问题、助学金的发放问题、助学金的使用问题是主要问题；社会不良价值观的影响、资助工作者管理缺失、资助体系自身的缺陷以及当代大学生的道德沦落是主要诱因。

Abstract： As an important way to safeguard students' interests and uphold fairness and justice， the financial aid for college students has become the crucial part of the work dealing with students' affairs. This paper focuses on the contradiction and rectified measures of financial aid for college students. Through literature study and logical analysis， the paper analyzes the contradiction between "pseudo poverty" and "being viewed as poverty"， "loan" and "cash"， "task-based aid" and "education ignored"， "stringent distribution" and "lax regulation". Finally， the paper proposes that institution and law system building of student financial aid， training on aid-related staff， quality education on college students， and the present main solution to the contradiction.

大学生的资助工作是学生工作的主体之一，更是国家“以人为本”教育理念实施的重要抓手。我国为了进一步实现教育公平而采取的针对贫困家庭大学生进行“实质性”的帮助工作，其主要目的在于不能让大学生因为家庭困难，交不起学费而辍学[1]。尤其在1995年国家颁布了《关于对普通高等学校经济困难学生减免学杂费有关事项的通知》，明确要求针对贫困大学生施行“精准帮扶”，免除他们的后顾之忧，最重要的方式就是根据贫困等级将学费减免分为三个层次“减免全部、减免一半、减免三分之一”等。资助政策发展至今较为普遍的方式主要有助学贷款、助学金、勤工助学等，学费减免已经不是主要的资助方式。大学生的资助工作真正引起社会广泛关注是在高校扩招以后，大学生的数量急剧增加，需要资助的人群愈加庞大，国家资助政策也随之不断完善，但是仍然存在很多的误区和实施的壁垒。……
