摘要：论文分析了目前国际、国内及烟台市养老服务标准化的现状。在此基础上，结合烟台市养老服务的标准化需求，提出了有针对性的对策建议。

The Study on Situation and Countermeasures of Standardization of Pension Services in Yantai

Abstract： This paper analyzes the present situation of the standardization of pension services in the international， domestic and Yantai cities. On this basis， combined with the standardized requirements of Yantai pension service， some pertinent countermeasures and suggestions are put forward.

1 國际及发达国家养老服务业标准化建设现状

1.1 养老服务业国际标准建设现状

目前，养老服务业领域已发布的国际标准数量较少，国际标准化组织（ISO）共发布实施了12项养老服务业国际标准，主要涉及在服务老年人方面信息技术的应用以及如何在制定标准时考虑老年人的需求等。其中有5项是信息技术方面的，7项是老年人使用的设施设备及无障碍设计方面的。

1.2 发达国家养老服务业标准化建设现状

日本共发布实施了29项养老服务业国家标准，这些标准亦多集中于技术和产品领域，标准条目详细且具有非常强的可操作性。英国对居家养老、社区养老和机构养老分类开展标准化的研制及评估工作。

发达国家均高度重视养老服务机构的服务质量控制和监督管理，通过实施国家、企业和机构多层面标准，规范养老服务业健康有序发展、保护老年人利益。对于养老服务评价内容主要涉及服务质量（包括护理质量、生活质量等）、服务机构要求（包括场所、环境、设施设备）、针对养老机构的评估规范（包括评估流程、评估内容、评估人员要求）等方面。

部分发达国家在开展养老服务标准制定、实施工作的同时，已经依据标准广泛开展了养老机构的认证工作，以此来推动养老服务业发展。……
