摘要： 当今全球航空运输竞争日益激烈，打造国际航空枢纽成为当前及未来民航发展的战略重点和制高点。在我国民航强国的战略要求下，加快建设国际航空枢纽成为促进我国积极参与国际分工的重要途径和理想平台。本文通过统计全球15个大型航空枢纽的各项发展指标，分析总结国际航空枢纽的发展特征，对标我国十大国际航空枢纽的发展现状与发展水平，并提出我国建设国际航空枢纽的发展建议，从而全面提升我国枢纽机场的国际竞争力，逐步实现我国航空大国航空强国梦。

Abstract： Nowadays， global air transport competition is becoming increasingly fierce， therefore building an international aviation hub come to be the strategic focus and commanding point of the current and future civil aviation development. In the background of the strategy of civil aviation power， the construction of international aviation hub becomes an important way and an ideal platform to promote China's active participation in international division of labor. Based on the statistics of world development indicators of 15 large aviation hub， this paper analyzes and summarizes the development characteristics of international aviation hub， compared the Chinese top ten international aviation hub with the international level， and puts forward suggestions to construct the international aviation hub in China， so as to improve the international competitiveness of China's hub airport， and gradually achieve the dream of civil aviation power in our country.

0 引言

当今世界上，整合全球资源的能力正逐步发展为国家最重要的竞争力。国际航空枢纽通过高效率、高集中度的联程联运服务，加快了人员、货物等要素流动，提高了全球资源配置能力，因此成为了聚合全球高端资源的关键平台。

随着我国民航发展规模的扩大以及发展水平、发展能力的提升，我国提出了全面推进建设民航强国战略，并将建设国际航空枢纽作为实施民航强国战略体系中的重要引擎。《全国民用运输机场布局规划》布局了北京、上海、广州、成都、昆明、深圳、重庆、西安、乌鲁木齐、哈尔滨十个国际航空枢纽，通过建设国际航空枢纽促进城市、国家贸易往来，促进旅游与文化交流，对于推进城市国际化发展、落实国家“一带一路”战略、提升国家综合竞争力起到重要作用。……
