摘 要：近年来，城市品质被用来评价城市品味和城市质量。在全面理解和系统总结了国内外城市品质的相关研究和实践的基础，整理了“品质城市”的实践探索及发展的进程，介绍了品质城市内涵、城市品质构成要素、城市品质驱动城市发展和城市保护与提升城市品质的关系。在此基础上，介绍了“品质西安”概念的由来，并从“环境品质”出发，以南山环线西安段生态环境治理为例，从自然生态保护、绿色生态农业开发与建设节能减排3个方面介绍了西安市在“品质西安”品质提升中的思路和举措，为城市品质提升提供理论的探索。

Abstract：Nowadays，urban quality is used to evaluate urban taste and urban quality.In the full understanding and summarizes the quality related research and practice on the basis of domestic and foreign cities，compiled “quality city” the practice exploration and development process，this paper introduces the quality connotation of the city，urban quality components，the city quality driven urban development and urban protection and enhance the quality of the city.Based on the origin of the concept of quality and considered，the concept of “Quality of Xi an” was introduced.From the perspective of “environmental quality”，taking the eco-environment management of Nanshan ring line of Xian section as an example，the improvement of ideas and measures of Xian in quality of Xian are introduced from three aspects of the protection of natural ecology，green ecological agriculture development and construction，which provide theoretical exploration of improving quality for the city.

品質一词涵盖了品味和质量，城市品质是生活质量的实现方法和行为投射，可以满足居民从自身需求的角度来评判城市发展[1]。目前提升城市品质、改善生活质量已经成为城市价值的核心，国内外相继开展了对城市“品质”的理论探讨与实践探索。Michael Pacione[2]研究表明城市的生活品质指的是城市居民对生活的反馈的是否满意，在某一区域的吸引力和是否事宜居住，往往包含了医疗、教育、养老和各种社会服务质量、社会安保情况、交通拥堵情况、生态环境及气候情况和住房负担能力等领域。谢忱[3]认为人类在不断建设和发展城市并追求美好生活时产生了城市品质的内涵，其根本目的是创造适宜居住的环境。“品质西……
