摘 要：对于煤矿企业来说，安全作业是非常重要的，这也是煤矿企业得以生存和发展的重要保证。近年来，煤矿企业生产安全事故频发，造成了较大的人员伤亡和财产损失，给企业和社会带来严重的影响，究其原因主要是由于煤矿企业在安全管理工作方面还存在较多的问题和缺陷，很多煤矿企业在生产过程中过于注重追求经济效益，而对于安全管理工作的重视程度明显不够，有些企业甚至都没有将安全管理作为企业的重点工作，在实际的生产过程中，煤矿企业的操作程序也不够规范，很多工人缺少相应的安全作业常识，工作实践中具有较大的随意性，为生产安全事故的发生埋下了大量的隐患。文章在深入分析煤矿企业发展特点的基础上，分析了其中存在的安全问题，并且较为详细的阐述了安全管理工作的有效策略，希望对煤矿企业起到一定的参考和借鉴作用。

Abstract： For coal mining enterprises， safe operation is very important， which is also an important guarantee for the survival and development of coal mining enterprises. In recent years， production safety accidents in coal mining enterprises have occurred frequently， resulting in large casualties and property losses， which have had a serious impact on enterprises and society. The main reason is that there are still many problems and defects in the safety management of coal mining enterprises. Many coal mining enterprises pay more attention to economic benefits in the production process， but pay less attention to the safety management work. Some enterprises do not even take safety management as the key work of the enterprises. In the actual production process， the operation procedures of coal mining enterprises are not standardized， and many workers lack the corresponding common sense of safety work. Work practice has a greater randomness， which forms hazard for the occurrence of production safety. Based on the deep analysis of the development characteristics of coal mining enterprises， this paper analyzes the existing safety problems， and expounds in detail the effective strategy of safety management， hoping to play a certain reference for coal mining enterprise.

在市场经济条件下，煤矿企业发展过程中一直都以追求经济利益为主要目标，所有企业经营管理活动的开展，也都围绕这一目标进行，而由于煤矿企业的特殊性，安全管理工作是非常重要的，但是安全管理却是许多煤矿企业普遍忽视的重要问题。安全管理关系着煤矿企业的生存和发展以及煤矿工人的人身安全，由于一些煤矿企业，尤其是小型煤矿企业，经济实力相对落后，安全管理意识欠缺，基础设施也不够完善，因此煤矿安全事故频发，给生命和财产造成了巨大的损失。……
