摘要：以在鄂国家现代农产品產业技术体系首席和岗位科学家、综合试验站站长、团队成员的调研数据为依托，利用DEA-Tobit两步法对国家现代农业产业技术体系湖北团队协同创新绩效及影响因素进行了分析。结果表明，各农产品体系协同创新的技术效率、纯技术效率和规模效率均较低。科研人员目标认同、政府主管部门支持、内部经费合规性管理均有利于协同创新绩效水平提升，另外从科研人员职称对绩效的作用情况看，体系考核标准向农业生产一线需求倾斜有积极意义。

Abstract： Based on survey data of China agricultural research systems position and chief scientist， comprehensive experimental station master， team members， using DEA-Tobit two-step，then national modern agriculture industry technology system of hubei team collaborative innovation performance and influence factors are analyzed. The result shows that the technical efficiency， pure technology efficiency and scale efficiency of the cooperative innovation of each agricultural product system are lower. Researchers target recognition， the competent department of the government support compliance management， internal funds are conducive to synergy innovation performance level， the other from researchers title， the action of the performance of the system of evaluation criteria to agricultural production line demand tilt has positive significance.

2012年的中央一号文件聚焦农业科技，在定位上提出了“农业科技是确保国家粮食安全的基础支撑，是突破资源环境约束的必然选择，是加快现代农业建设的决定力量。”在战略部署上更明确指出“面向产业需求，要着力突破农业重大关键技术和共性技术，切实解决科技与经济脱节问题。完善农业科技创新机制，打破部门、区域、学科界限，有效整合科技资源，建立协同创新机制，推动产学研、农科教紧密结合。”由此可以看出，协同创新已成为新时期农业科技创新的发展方向和有效选择。湖北省作为科教重镇，农业科教实力雄厚，农业研发体系涵盖了生物育种、作物栽培、水产养殖、食品加工、设施园艺、农业装备制造及农业信息化等领域，特别是在双低油菜、转基因水稻、优质瘦肉猪、柑橘等方面，取得了一批国内和国际领先的标志性科研成果。……
