【摘 要】当前施工企业作为项目公司的主体投资人也大量参与PPP项目，其完成PPP项目建设的主要资金来源为资本金和融资贷款，所以对项目施工阶段的造价水平的控制尤为重要，论文针对漳州芗城区的部分路段的公路PPP项目所出现的问题，给出了相对有效的解决方案。

【Abstract】At present，as the main investors of the item companies， the construction enterprises are also heavily involved in PPP projects.Its main sources of funding for the completion of the PPP project are capital and financing loans，therefore， it is particularly important to control the cost level of the construction phase of the project.Aiming at the problems of highway PPP project in some sections of Xiangcheng district of zhangzhou city， this paper gives a relatively effective solution.

1 PPP模式概述及应用

1.1 PPP模式概述

PPP模式的定义是社会资本和政府相互协调、配合，共同建立公共基础设施建设的一种新模式，PPP项目成功的关键因素是协议签订双方共同合作的长期性，协议签订的甲乙方分别是政府部门与社会资本。这其中存在着一定的矛盾，即政府希望企业自身得到不太高的收益利润并且担当一定的风险获得项目特许权，而社会资本却要求得到不菲的投资利益，而且更希望政府承担更多的风险责任[1]。所以，这种存在于合作双方之间的冲突是无法避免的，重要的是如何在矛盾的基础上互相理解，达成相互信任的合作，各社会资本通过良性竞争性机制提供高效的公共产品和服务，有利于推进企业建设项目施工进度和基础建设长久发展。

1.2 施工企业参与PPP模式应用

PPP项目通常都是以社会资本和政府之间成立项目公司进行投资建设和运营，社会资本作为主体投资人，在项目公司中基本处于控股地位。施工企业作为主体投资人也大量参与PPP项目中，包括市政基础设施、城市综合体、城市轨道交通等项目。……
