摘要：自中共中央颁布《关于国民经济十三五发展纲要的建议》以来，中国共产党十八届五中全会精神明确提出“省级以下环保机构必须实行环境监测及环境监察垂直管理制度”。而在垂管方式条件下，我国环境监测质量管理体系产生了较大的变化。本文重点分析垂管方式下环境监测质量管理体系的变化及其主要对策，以期在一定程度上提高环境监测质量管理工作的整体效能。

Abstract： Since the Central Committee of the Communist Party of China promulgated the “Proposal of the 13th Five-Year Plan for National Economic Development，” the spirit of the Fifth Plenary Session of the 18th CPC Central Committee clearly proposed that “the environmental protection agencies below the provincial level must implement the vertical management system of environmental monitoring and environmental monitoring.” Under the vertical mode， the environmental quality monitoring system in our country has undergone great changes. This paper focuses on the analysis of the changes and countermeasures of environmental monitoring quality management system under the pipe-down mode in order to improve the overall effectiveness of environmental monitoring quality management.

环境监测垂直管理的实质是，国家对地方权力的部分回收交由省级环保单位直接管理全权负责的环境监测工作。同时，省级环保部门对地方环境监测部门具有人事调动直接决定权，实现行政指令直接下达，全权负责地方环境监测部门的财政划拨，而地方环境监测部门所监测获取的环境数据向省级环保部门汇报。

1 环境监测质量管理体系现状及由垂管方式带来的变化分析

（1）现状分析。作为开展环境管理的重要凭据，环境监测为环境管理部门提供最为原始的数据资料，是实现环境管理的基础性措施。然而，从现阶段我国环境监测水平来看，仍存在较多问题亟待解决，例如：法律法规及技术体系不全、地方保护主义问题及尚不存在健全监测机制等[1]。自1983年城乡建设环境保护部颁布《全国环境检测管理条例》以来，环保总局相继发布一系列修订征求意见稿，历经多年修订尚未出台全新的环境监测管理条例。……
