[摘 要] 科技期刊的选题策划是科技期刊出版流程中的重要环节，也是编辑理念和编辑实践的重要体现。本文结合《数据采集与处理》近年来在选题策划方面所做的工作和经验，介绍选题策划的基本原则及方法和途径，明确指出选题策划是办刊宗旨的具体体现。《数据采集与处理》在选题策划方面取得的成绩说明选题策划对科技期刊发展十分重要。

[Abstract] The selection and planning of scientific and technological periodicals is an important link of the survival and development of sci-tech periodicals， and it is also an important embodiment of the practice of the main body of the editor. Focusing on the experience of Data Acquisition and Processing in recent years， this paper introduces the basic principles， the ways and methods of the topic selection. Topic planning embodies the purpose of scientific journals. Finally， it further illustrates the importance of the topic selection by taking the achievements Data Acquisition and Processing got as an example.

科技期刊編辑出版流程包括选题策划、组稿、审稿、编辑加工、排版、校对、广告、印刷装订、发行、订阅等环节，选题和组稿是其中最重要的环节。选题策划是以实现期刊宗旨为目标，对期刊提出选题、实施选题和检验选题效果的全过程所作的预先的考虑与设想，是编辑出版流程中的第一道工序，又贯彻编辑出版过程的始终[1]。

对中国电子、计算机类科技期刊的调查研究发现，选题策划创新是该类科技期刊专业特色的基本保证，有目的的选题策划能够抓住专业特点，彰显学科特色。科技期刊编辑能否运用创造性思维进行选题策划、组稿和栏目设计是期刊编辑综合能力的体现，选题策划是体现编辑思想的重要途径。《数据采集与处理》（以下简称《数据》）在如何捕捉选题信息、如何保证选题的前沿性等方面进行了积极探索，取得了一定的效果。本文试图通过研究《数据》的选题策划，对提升电子、计算机类期刊编辑的策划能力和策划水平提出一些建议。……
