摘 要：在以数字化、网络化广泛应用的新型信息化背景下，“智慧城市”、“智慧社区”的概念从提出到不断产生与发展，提高着运行效率，提供着更好的服务，也促进着社会经济的发展。文章通过对常熟市智慧社区现状的研究探讨，整理发现建设过程中存在的一般问题，并对此提出相应的对策分析，旨在促进智慧社区信息平台的良好发展以及人民生活水平的上升。

Abstract： In the new context of information， which is widely used in digital and network， the concepts of "intelligent city" and "intelligent community" have been produced and developed continuously from the point of view of putting forward， improving the efficiency of operation and providing better service. It also promotes the development of social economy. Based on the study of the present situation of the intelligent community in Changshu City， this paper finds out the general problems existing in the process of construction， and puts forward the corresponding countermeasures. The aim is to promote the good development of the intelligent community information platform and the improvement of people's living standard.

1 发展现状

随着时代网络以及通讯信息技术的不断崛起与发展，“智慧城市”的概念被提出并不断重视，而“社区”作为城市的小单位，其重要作用也不可忽视。常熟市就紧随国家脚步，开始从“智慧城市”慢慢规范发展，探索“智慧社区”新型管理模式。其智慧城市社区建设始于2012年，截止到目前，已经基本上实现了当初规划的第一阶段目标，也在同时奠定形成了智慧城市的基本框架。

当前，常熟市为达到促进信息融合共享、提高便民服务实用性、提高社区管理效率及水平、提升政府服务社会等既定目标，建设了包括一中心、二载体、三平台在内的一批重大项目，拓展了智慧旅游、智慧交通、智慧教育、市民卡等惠及民生大众的项目工程，针对农村的特殊情况还特别成立了市镇村三级综合服务平台和村（社区）信息化工作站。这些举措是便利与丰富人民日常生活的有效渠道，是促进社区居民更好更快适应信息化社会的重要载体，也是城市行政管理体系更新高效的重要平台，这无疑将会提高行政运行效率，提升居民生活水平，也充分带动了常熟整个城市乃至周边的经济社会民生的更好发展。……
