摘 要：隨着“十三五”的到来，我国提出了新的知识产权发展战略，《国家知识产权事业发展“十三五”规划》中明确了拓展服务深度广度的建设任务：“建立和完善满足创新主体需求的多样化审查模式，提升审查流程服务的智能化、便利化和信息化，提供面向申请主体和社会公众的‘一站式公共服务，加大对小微企业专利实务能力建设的支持力度，建立与企业行业的专利审查沟通机制，实施支持企业海外专利申请和布局的审查政策，着力为创新主体和公众提供优质高效的审查服务。”中国专利电子审批系统上线八年以来，随着系统用户的增加以及专利申请量的逐年递增，系统运行压力逐年增大；随着业务不断创新，对系统稳定性和运行速度的要求也越来越高。如何从业务出发，结合新技术应用，改变旧的缓存机制，减少缓存系统压力，满足新形式下业务增长及能力突破的需求，成为摆在专利局面前的一个课题。文章从各专利审查及服务业务入手，分析当前形势下系统出现的问题，阐述采用分布式技术提升专利审查系统服务能力和稳定性的可行性。

Abstract： With the arrival of the 13th Five-Year Plan， China has put forward a new development strategy for intellectual property rights. In the 13th Five-Year Plan for the Development of National intellectual property Rights， the construction tasks of extending the depth and breadth of service are clearly defined： "establishing and perfecting the diversified examination mode to meet the needs of innovative subjects，" To enhance the intelligence， facilitation and informatization of the review process services， to provide "one-stop" public services for the applicants and the public， and to increase the support for the capacity-building of patent practice in small and micro enterprises， we established a patent review communication mechanism with the enterprise industry， implement the review policy to support the overseas patent application and layout of enterprises， and focus on providing high-quality and efficient examination services for the innovation subject and the public. In the eight years since the launch of the electronic patent approval system in China， with the increasing number of users of the system and the increasing number of patent applications， the operating pressure of the system has increased year by year； with the continuous innovation of the business. The requirement of system stability and running speed is higher and higher. How to change the old cache mechanism， reduce the pressure of cache system and meet the demand of business growth and capability breakthrough in the new form by combining the application of new technology has become a subject for the patent office. Starting with the patent examination and service business， this paper analyzes the problems of the system under the current situation， and expounds the feasibility of using distributed technology to enhance the service capability and stability of the patent examination system.
