摘 要： 为了推进管控贵州省生态保护红线的信息化，采用VMware部署私有云环境，以Oracle和ArcSDE建立生态保护红线空间数据库，基于REST服务，B/S与C/S混合开发构建表现层，支持数据二维和三维显示、查询、在线编辑、地理处理、打印等功能，解决省级生态保护红线空间数据的分布式存储、规范化管理、快速发布及拓展应用等问题。设计方案适合开发周期短、低硬件配置的私有云环境，有效降低建设生态保护红线空间数据监管平台的开发和维护成本。建立生态保护红线云GIS监管平台，将资源开发利用、生态保护等领域信息数据进行高效整合和服务共享，为优化国土空间开发格局、推动生态文明建设提供技术支持。

Abstract： To promote the informatization of the ecological protection redline management and control in Guizhou province， the VMware is used to deploy the private cloud environment， the Oracle and ArcSDE are used to build the ecological protection redline spatial database， and the mixed development of B/S and C/S is conducted to construct the presentation layer on the basis of REST service， so as to support 2D and 3D data display， query， online editing， geographic processing， printing and other functions， and solve the problems like distributed storage， standard management， quick release and application extending of provincial ecological protection redline spatial data. The design scheme is suitable for the private cloud environment with short development period and low hardware configuration， which can effectively reduce the development and maintenance cost of building the ecological protection redline spatial data monitoring platform. The ecological protection redline cloud GIS monitoring platform is established to make efficient integration and service sharing of information data in fields like resource development utilization and ecological protection， providing technical support for optimizing the pattern of land spatial development and promoting the construction of ecological civilization.

0 引 言

隨着工业化和城镇化快速发展，保护生态环境与加快发展的双重压力日趋加剧，资源枯竭和生态危机，已然成为发展的瓶颈[1]，国土空间开发格局与资源环境承载能力不相匹配问题日益凸显。“十八届”三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》第一次提出划定生态保护红线，划定生态保护红线的部署是科学整合各类保护区域、强化各类保护和管理手段，是扭转生态环境恶化趋势，促进经济社会协调发展的必然选择[2?3]。内蒙古、苏、赣、湘、桂、川等省相继初步完成了试点省域生态保护红线划定，滇、闽、沪等省相继建立生态保护红线数据库，为省域生态保护红线划定做了有益探索和实践。……
