摘要：近年来，为了符合和林格尔县建设的需求，以推动经济迅猛前进为目的，整体实现城市化进程，和林格尔县政府在大范围内征用了农业用地，造成许多失地农户没有依托，成为市区内的特别群体。失地农户趋向于转变为市区居民，使原本的生产方式与习惯都做出了转变。本文针对被征地农民养老保险制度研究旨在通过对和林格尔县上述人员保险现状和问题的调研和探索，与国内外相关制度做出对比研究。同时展开对这一体制应用实施过程中出现的矛盾与障碍讨论，提出完善和林格尔县被征地农民养老保险机制的对策及建议。

The Innovation Research on Conducive to Amending the Law of the Social Endowment Insurance of Land Expropriated peasants in Helingeer county

Abstract：In recent years，the county government expropriated agricultural land on a large scale，which caused many landless farmers who became a special group in the city. The governments measures are to meet the needs of the construction of Helingeer County，to promote the rapid economic progress，and to achieve the overall process of urbanization. The Landless farmers tend to transform into urban residents，which makes the original mode of production and habits changed. Therefor，the papers study on the endowment insurance system of landless peasants is aim at making a cpmpartive study with the relevant systems at home and abroad according to the investigation and exploration of the current situation and problems of the above-mentioned personnel insurance in Helingeer county. At the same time，this article will discuss the contradictions and obstacles in the implementation of this system，and puts forward some countermeasures and suggestions to improve the pension insurance mechanism for landless peasants in Helingeer County.

近年來，和林县加大招商引资力度，陆续引进了一批重点项目，直接拉动了整个社会经济的蓬勃进展。与此同时，部分农民失去了土地，为妥善解决这类特定人群的生活问题，保证其都能够安享晚年，和林县于2012年初正式运行了相关的养老保险体制。经过调查摸底，宣传动员，截至目前，共有549人参保登记，共缴纳养老保险费1100万元。同时，针对部分群众面临的生产生活困难，先后筹资1389万元，救助困难群众25418人；针对反响较大的“人情保”和“关系保”问题，逐村逐户开展了低保核查工作，清退不符合条件的城乡低保2400人。2017年1月起，310名符合领取待遇条件的被征地农民开始领取基本养老金，共发放被征地农民养老保险金105万元，让被征地农民切实感受到了此项工程的实惠。……
