摘要：近年来，呼和浩特市整体发展迅速，依照党的路线解决“三农”问题是现阶段的重点工作。为了维护农民土地的合法权利，进行土地承包权确权登记工作已经成为土地资源管理工作的重点之一。本文研究呼和浩特市农村土地承包经营权确权登记的现实状况和土地承包经营权确权登记中存在的原因和问题，根据措施与对策，得出结论建议。以推动土地的规范流转，促进土地进行适度规模经营，为呼和浩特市土地管理工作贡献自己的一份力。

Abstract：In recent years，with the rapid development of Hohhot as a whole，it has been the focus of the present stage to solve the "three rural issues" in accordance with the partys line. In order to safeguard the legal rights of farmers land，the registration of land contract rights has become one of the focal points of land resource management. This paper studies the reality of the registration of the right to contracted management of rural land in Hohhot and the reasons and problems existing in the registration of the right to land contractual management，then draws conclusions and suggestions on the basis of measures and Countermeasures. In order to contribute to the land management work in Hohhot by promotingstandardized land transfer and promoting land for moderate scale operation.

1.引言

農村土地承包经营权是我国农村经济体制改革中产生的一种新型的土地权利。国外由于体制的原因并无所谓的承包经营权，只有使用权。农民土地承包经营权的确权是一种具有中国特色的土地权利体制，依据国家法律法规保障农民土地承包和经营的各项权利[1]。本文研究呼和浩特市农村土地承包经营权确权登记的现实状况和土地承包经营权确权登记中存在的原因和问题，根据措施与对策，得出结论建议，妥善解决农村问题和矛盾，对于进一步稳定和完善农村土地承包关系、维护广大农民的合法权益、务实现代农业发展基础、维护农村社会和谐稳定，具有重大现实意义和深远历史意义。
