Abstract:Yan Fu’s Evolution and Ethics and Tan Sitong’s Theory of Benevolence are the two important books published in the great turning point of modern Chinese history.Both books not only harshly criticize the monarchy,take the lead in appealing for liberty,equality and democracy,but also give a creative explanation of universe-man relationship which is the basic issue of Chinese thought,promote the transformation of traditional cosmology and morality toward a new world outlook,social outlook and values,and lay the foundation for ontology and methodology of new ideas and new theories.Both books have the “Prejudice” given by Chinese traditional culture,but because of their ideological resources,thinking coordinates and methodological path differences,they constitute a certain relationship of contrast and complementarity in theory.Therefore,conducting a more in-depth analysis and summing up the achievements and limitations of them are enough to provide valuable lessons for us in “restarting the thinking of universe-man” in today’s era.

Abstract:Some great changes took place in Chinese society in the second half of the nineteenth century.Accordingly,traditional Confucian values and the intellectuals,as their supporters,with their value orientations and academic methods,also changed the direction of inertia through the self reflection of Confucianism under the influence of the social changes and Western learning.Such a self innovation,even a rebellious force,appeared and became stronger in the interior of traditional Confucianism.As a metaphysical turn,it not only embodied the complex mentality of the intellectuals to the “West”,but also expressed their belief about the moral legitimacy of learning from the West.To a certain extent,it also promoted the revival of traditional cultures.The rebellion against the supremacy of Confucianism morality is to maintain the supremacy of Confucian morality.At the same time,there was also violent or passionate social utopian movement,whose logic was chaotic and harmful.In essence,it is the dialectic of Confucianism development that was in this historical stage.

Abstract:At the beginning of the century,the Marxist appearance-logy who is in the special context of questioning of the presence and the times of Marxism,finally appeared.The contemporary study mission of appearance-logy is not only to reveal the reason and basis of Marxism advancing with the times,but also to explain the presence logic of Chinese road in the context of global difference space.Therefore,appearance-logy studies both have the perspective of diachronic and synchronic integration.Marxism can be sustained in the presence of continuous appearance.Any innovation means difference.Marxism is by no means a metaphysical eternal presence once present,nor is it a dogma that there is no limit to appearance space conditions and can be arbitrarily cross-border.The interaction between the nation and the world constitutes a complex world history,and therefore becomes the appearance context of Marxism in the 21st century.

Abstract:Based on the 2001“A state’s clause of responsibility for an internationally wrongful act” (hereinafter referred to as the “2001 clause”),the paper Some Views on the Chapter of International responsibility Law in the New Textbook of Public International Law written by Yang Yonghong,an associate professor from School of Law,Southwest University of Political Science & Law,mechanically understood the state’s responsibility of international wrongful acts as equivalent to international responsibility,and even regarded as the whole content of the system of international responsibility.He made a pungent criticism of the fifteenth chapter of the engineering textbook,Public International Law.The paper reflects the author’s incomplete understanding of the development of international responsibility system,and blind application of the viewpoints and terms of analogy to international documents,which may lead to misunderstanding and negative effects on the community of international law.

Abstract:In the perspective of megalopolis collaborative governance,the main content of governance power division among local governments in the Yangtze River Delta is building governance and financial power relations among central government,local governments and regional middle organization.Based on the texts and problems analysis of governance power division plans from Shanghai megalopolis region,the relation between central government and its relevant departments,and surrounding areas of Shanghai,this paper systematically formulates the innovative thinking,top-level design and implementation path of governance power division among local governments in Shanghai megalopolis region,and focuses on the powers of regional development planning,regional environment protecting,regional infrastructure construction,regional transportation construction to probe the possibility of building Shanghai megalopolis region administrative committee as the regional middle organization by the way of the integrated planning leading model.Learned from the experiences and lessons of the Yangtze River Delta regional cooperation,the paper puts forward practical and prospective recommendations for Shanghai megalopolis region collaborative governance,such as strengthening regional governance legislation,establishing cross-regional administrative organizations,establishing regional governance systems and innovating regional cooperation mechanisms.

Abstract:The dominant values are the dominant values in a society,which play a normative role in the values of other social values,and the state authorities are the actual subjects.The mainstream values refer to the system of values which are widely accepted and believed by the mainstream people in the society,and in various kinds of value orientation interactions,the people are the main body.The transformation of dominant values into mainstream values has its necessity and possibility.The dominant values of five aspects requirements must be met to benefit after into the mainstream values in the state and society:must be the reflection of social existence,it is to reflect the nature of the objective conditions,rule and developing trend.It has to be objective,not instrumentality.It must be durable,not transient.It must have a certain transcendence.The traditional culture of a particular country must be embodied.In connection with this,the transformation of dominant values into the influence of mainstream values on society is dual.namely,conforming to the law of development of the society,the dominant value after conversion to promote national development and social progress.The dominant values that deviate from and violate the law of social development will bring serious damage to the country and society.We must use the socialist core values that conform to the characteristics and trends of socialism with Chinese characteristics to lead the healthy development of socialism with Chinese characteristics in the New Era.

Abstract:Post-philosophical discourse which reveals the diversity,possibility and uncertainty of modern culture against the Foundationism,Essentialism and Metaphysics is a cultural ideological trend against traditional philosophy.In this context,the traditional foundation of the Value Consensus falls apart and it needs to be re-established in a cultural landscape of value diversification and value relativism.This paper starts from the Post-philosophical thoughts of Wittgenstein,Kuhn and Richard Rorty to analyze their deconstruction of the foundation of traditional consensus,and also to explore the possibility of the Value Consensus in their conception of modern society.

Abstract:From telephone,telegraph to network,public governance and participation based on measure have a chaxu geju.“Public service hotline” became a part of the system of China’s urban governance in the late last century,which plays an important role in bilateral interaction based on telephone communication.Due to the popularity of the Internet,the single line connection between the public and urban government gradually gives way to multiple contacts,so simple information communication can’t meet the requirement of governance participation of e-government.But there’s a huge public group behind the different approaches.The traditional communication mode of “public service hotline” still has the institutional space to shorten the digital divide and realize the whole participation.From the perspective of policy promotion,it is a direction that needs to be actively tried to improve the communication efficiency of “public service hotline”by means of the development of network technology.

Abstract:The predominant role played by Agnes Smdley in The Incident of The China League for Civil Right(The Incident for short) in 1933 can be listed as follows:firstly,she had formed a core team separately inside of The China League for Civil Right (The League for short) even before the League was established,in order to control the whole organization completely;secondly,she tried to use the Event which Hu Shih and Yang Chien had inspected three prisons in Peiping including the Military Reformatory of Peiping to endorse the publication of the Appeal she had taken from a group political prizonena in the Military Reformatory of Peiping;thirdly,realising that Hu Shih couldn’t be controlled as she had expected,Smedley coaxed Tsai Yuan-pei,Lin Yu-tang and Yang Chien gave Hu Shih various explantions,but Hu never changed his mind.So she proposed to fire Hu Shih at the meeting of the League.The point of The Incident is that there were quite different political ideas between Hu Shih and Smdley and her allies.In the Incident,Smdley’s intention of using Hu Shih as a chess piece in a partisan struggle partly based on her affairs with him was a complete failure for they never contacted each other after Hu got fired.Yang Chien’s transformation from being used unintentionally to telling lies willingly for the sake of political struggle showed that he was a real KMT,while Hu Shih was just an independent intellectual,which almost led to the end of their friendship.After Tsai Yuan-pei and Lin Yu-tang realized that they were just cat’s paw,they left the league before it stopped working,implicating their little dissatisfaction.Only Lu Hsun kept on taking part in the various activities of the China League,and developed deep friendship with both Agnes Smdley and Madame Sun Yat-sen.

Abstract:The occurrence of urban public crisis is closely related to the public interest;therefore,the study of urban public crisis can not be separated from citizen participation.Paying attention to the important role of the public power in dealing with the urban public crisis is beneficial to improve the efficiency of the government and city management,and form a benign interaction effect between the government municipal administration and citizen participation.As a matter of fact,citizen participation in the urban public crisis governance is not fully available.Therefore,through the analysis of the citizen participation,the construction of citizen participation mechanism in public crisis governance was studied,and then put forward the corresponding measures to realize the mechanism of citizen participation,providing ideas for resolving conflicts of city public crisis management to improve the efficiency of public management.

Abstract:Main topics of contemporary Anglo-American Marxism include culture,history and economy,and economic researches permeate in culture and history,forming a unique tradition of political economy research.After the tradition was spread to the United States through Britain,it had a profound influence on American philosophy,culture and history.The main research paradigm of Marxism in Europe and America is to carry out theoretical exploration under the guidance of analytical framework and to rebuild historical materialism.Anglo-American Marxists take “analysis” as their research path,which has a unique position in the history of the spread and acceptance of Marxism in the world.Although Anglo-American Marxists are deeply influenced by Western Marxism,they still move between humanism and scientism as always in order to find out a more suitable Anglo-American “Marxist road” which is in line with the spirit of the times.

Abstract:From October,1945 to April,1946,Guo Moruo’s “Travels in Soviet Union”，He Qifang’s “Memories of Yan’an” and Hu Feng’s “Diary before Leaving Chongqing” were published on the literary supplement of “Xinhua Daily”.Take “Soviet Union”,“Yan’an”,“Chongqing” as political landmarks in the Construction of Literature.As the mouthpiece of Communist Party of China,the editors of “Xinhua Daily” choosed 3 series of essays which showed obvious spatial and temporal characteristics to express their political ideology.Moreover,the political landmarks formed distinctive literary landscape because of the across,juxtaposition,dislocation produced by authors’ internal time and external time.
