摘 要：在当前中华优秀传统文化地位越发凸显的背景下，传承和保护文化遗产对于河南省社会经济发展具有非常重要的价值。特别是在信息化普及、智慧城市不断推进的条件下，既需要通过创建河南文化遗产管理多媒体分享平台来激励公众积极参与其中，有效推进文化遗产推广与传播。通过从设计目标、体系结构、用户群体、许可操作四方面阐述了构建基于智慧城市理念的文化遗产管理多媒体分享平台的设想，在此基础上对平台的应用选择及效果进行了初步评估，最后提出展望。

Construction and Application of Multimedia Sharing Platform for Henan Cultural Heritage Management based on the Concept of Smart City

Absrtact： Under the current background that the excellent traditional Chinese culture is increasingly prominent， inheritance and protection of cultural heritage are of great value to the socio-economic development of Henan Province. Especially under the condition of popularization of informatization and continuous promotion of smart cities， it is necessary to create a multimedia sharing platform for Henan cultural heritage management to encourage the public to actively participate and effectively promote the promotion and dissemination of cultural heritage. This paper expounded the idea of building a multimedia sharing platform for cultural heritage management based on the concept of smart city from four aspects of design objective， system structure， user group and licensing operation， made a preliminary evaluation on the application selection and effect of the platform， and finally put forward the prospect.

黨的十九大报告中明确指出，文化是一个国家、一个民族的灵魂。文化兴国运兴，文化强民族强。没有高度的文化自信，没有文化的繁荣兴盛，就没有中华民族伟大复兴。要推动中华优秀传统文化创造性转化、创新性发展。这既凸显出国家对于文化建设的高度重视，也体现出具有鲜明民族特色的中华优秀传统文化在国家繁荣民族振兴当中的地位和作用。

1 河南建设基于智慧城市理念的文化遗产管理多媒体分享平台的必要性

对于河南省而言，当前国家赋予河南粮食生产核心区、中原经济区、郑州航空港经济综合实验区、郑洛新国家自主创新示范区四大国家级重大战略。中原地区是中华文明的重要发祥地，中原文明博大精深、源远流长。河南省作为文化大省，拥有着丰富的文化资源，这是河南的独特优势，这些文化资源能否被充分利用起来在一定程度上决定了河南省能否实现大发展大繁荣。……
