摘 要 论文通过对江苏公共图书馆移动信息服务现状进行调查，对各地公共图书馆已开展的移动信息服务进行对比分析，指出目前公共图书馆移动信息服务存在的共性问题，提出合理的解决对策，并通过淮安市图书馆移动图书馆建设实践，总结概括当前移动图书馆的建设方法，为公共图书馆更好的开展移动信息服务实践提供经验。

Abstract This paper makes a comparative analysis of mobile information service of public library through the investigation of Jiangsu public libraries. It points out the general problems existing in the public library mobile information service， and puts forward the reasonable solutions. Through the construction practice of Mobile Library of Huaian City Library， it summarizes the construction methods of the current mobile library， and provides experience for the public library to better carry out mobile information service practice.

近年来，国内PC互联网发展日趋饱和，以移动通信和互联网相结合的移动互联网呈现井喷式发展[1]。相关数据显示，截至 2015 年 6 月，中国手机网民规模达 5.94 亿，手机上网使用率为 88.9%，通过 3G/4G 上网的比例为 85.7%，83.2%的网民在最近半年曾通过 WiFi 接入过互联网[2]。移动互联网发展为图书馆事业开辟了新的研究领域，更多专家学者开始关注图书馆移动信息服务。笔者以图书馆事业发展比较成熟，机构体系比较完善，且南北差异明显，具有典型特点的江苏公共图书馆为研究对象，探讨公共图书馆移动信息服务模式，找出公共图书馆移动信息服务的共性和特点，为推动公共图书馆移动信息服务发展作有益探索。

1 江苏移动信息服务应用环境及现状调查

1.1 应用环境调查

为更好的开展移动信息服务研究，笔者采用文献调研法通过查阅最新统计年鉴及国民经济和社会发展统计公报，对江苏各地互联网应用情况进行了调查，统计结果参见表1，其中，徐州、南通、盐城、扬州、泰州、宿迁部分数据由于官方统计未提及，故进行省略处理。……
