摘 要：为了统一农村土地承包管理的方法、内容和形式，实现农村土地承包管理工作标准化、规范化，文章主要对确权登记工作中后期过程中，利用中农信达CS软件进行数据库建设、汇总、分析和颁证等过程的应用作出了详细的阐述，同时对在建库过程中出现的相关问题提出优化方案措施，提高作业效率，以促进确权工作顺利快速进行。

Abstract： In order to unify the methods， contents and forms of rural land contract management， and to realize the standardization and normalization of rural land contract management， this paper mainly deals with the middle and later stages of the registration of rights confirmation. The application of Zhongnong Xinda's CS software in the process of database construction， collection， analysis and certification is described in detail. At the same time， the optimization scheme and measures are put forward to improve the operation efficiency in the process of database construction， in order to facilitate the validation work smoothly and quickly.

1 概述

开展确权登记颁证工作是以现有土地承包合同，经营权证书和集体土地所有权确权登记成果为依据，建立和完善土地承包经营权登记颁证制度，解决农户承包地地块面积不准、四至不清、空间位置不明、登记簿不健全等问题。为了统一和规范土地承包管理的内容和形式，通过中农信达土地确权登记管理信息系统（简称中农CS软件）对土地确权数据库建设、完善、汇总和分析等功能应用进行简要分析，以数字化或数据库形态存储于计算机中，为今后实现现代化地籍、农业和国土管理奠定相应基础。

2 数据库建设

以个人承包地块为单元，依照《农村土地承包经营权确权登记数据库规范》及其他相关规范要求，基于地理信息和权属数据，完成信息化基础建设，集成确权数据资料，进行数据库成果汇总，建立集空间、属性信息为一体的承包经营土地调查成果数据库和管理信息系统。基本流程如图1所示：
