摘 要：随着经济的快速发展，我国水利水电工程项目数量逐渐增加，而工程的建设质量与人们的日常生活是息息相关的。渗漏问题在水利水电工程建设中是一种普遍存在的现象，长久以来并没有得到有效地解决。它不仅影响着水利水电工程的整体质量，甚至还会危害人民的生命财产安全。所以，应该从技术层面入手，提高水利水电工程的防渗能力，进而保证工程建设的质量。文章首先对水利水电工程中出现渗漏的原因进行分析，进而提出了有效的技术措施。

Abstract： With the rapid development of economy， the number of water conservancy and hydropower projects in China is increasing gradually， and the construction quality of the project is closely related to people's daily life. Leakage is a common phenomenon in the construction of water conservancy and hydropower projects， which has not been effectively solved for a long time. It not only affects the overall quality of water conservancy and hydropower projects， but also endangers the safety of people's lives and property. Therefore， we should start from the technical level， improve the anti-seepage capacity of water conservancy and hydropower projects， and then ensure the quality of the project construction. This paper first analyzes the causes of leakage in water conservancy and hydropower projects， and then puts forward effective technical measures.

1 概述

在水利水电工程建设的过程中，渗漏的问题是普遍存在的。这一现象的存在，不仅严重影响着工程的最终质量，甚至还会引发较大的安全事故。所以，各个国家都投入了大量的人力物力用于研究先进的防渗技术。借由技术的更新，来提高水利水电工程建设的防渗能力，以此来确保工程质量符合标准要求，并进一步保证工程施工的合理、安全、有效地运行。

2 水利水电工程防渗处理工作的意义

水利水电工程与国家现代化建设和民生发展息息相关，往往投入大量的资金和人力，即使是小型水利水电项目，其成本也不低，因此，必须加强队水利水电项目施工的监督管理，保证工程质量，确保其能发挥应有的作用。在水利水电工程建设中，防渗漏处理工作是至关重要的，水利水电工程一旦出现渗漏，不仅会影响工程的整体性能，还会给广大的工作人员和项目惠及范围内的人民群众造成生命、财产的巨大威胁。……
