摘 要：文章谈及在当前水资源匮乏的背景下，对于水资源的供给的保障，洪水的调节采取的措施，针对当前水利工程设施中水库的作用的发挥进行阐述。强调水库的社会责任感和使命感主要体现在水库环境的保护和水质的保护上，认为应该将水的质量进行维护，对环境加以整修，按照相关的水质污染的环境保护的相关规定，进行关于排污和下水道等的整治，做好水库的水质保护工作。

Abstract： In the context of current water resource scarcity， the paper discusses the measures taken to ensure the supply of water resources and the regulation of flood， and expounds the function of reservoirs in the current water conservancy facilities. The emphasis of the sense of social responsibility and mission of the reservoir is mainly reflected in the protection of the reservoir environment and the protection of the water quality， and consideration of the quality of water should be maintained， the environment should be renovated， and the relevant regulations on environmental protection concerning water quality pollution should be followed， so as to carry out the regulation of sewage and sewers， and do a good job in protecting the water quality of reservoirs.

对于水库的水质的保护，必须要做好水质特征的研究，水库的水质具有的特征，首先是由于水库储存的是大量河水，因此，水滞留时间较长，深度较大，在汛期蓄水后，水质浑浊度高，且含有大量的盐分，另外，由于水库担任着浇灌、泄洪等重任，因此，水库的水质的保护主要集中在冷水、浊水、富营养化等问题上。

1 水库概况

禄丰县西河水库位于楚雄州禄丰县中村乡阿勒村委会王家户村上游1km处的西河主河道上，距县城28公里。屬红河水系星宿江一级支流，水库控制径流面积225.4km2，多年平均年径流量6678万m3。西河水库工程由大坝、导流泄洪隧洞、溢洪道、输水隧洞和灌溉渠道组成。

禄丰县西河水库全过程勘测设计委托楚雄欣源水利电力勘察设计有限责任公司完成，设计坝高65.5m，总库容2707.30万m3，新建和改造西干渠20.002km，属新建中型水库。云南省水利厅、云南省发展和改革委员会核定初步设计工程概算总投资21912.83万元，工程施工总工期48个月。……
