【摘 要】林业不仅是改善环境的一大功臣，更是保证我国经济发展的一大命脉。可随着近年来经济的不断发展，人们对林业资源的需求量不断加大，人们开始无序的开采林业，肆意的索取林业资源带来的经济利益，却不考虑这种行为对环境造成的损害，更不思考这种营林技术管理模式存在的问题。所以，若想继续利用林业资源且使资源不会枯竭、环境不会恶劣，正确的营林技术管理模式就显得至关重要。本研究提出了营林管理中存在的一些问题，并针对存在的问题提出了一些改进对策。

[Abstract] forestry is not only a great success in improving the environment， but also a vital lifeline for China's economic development. But with the continuous development of economy in recent years， the increasing demand of forestry resources of people， people began to disorderly exploitation of forestry， deliberately to obtain the economic benefits of forestry resources， but I do not consider the behavior of environmental damage， more not thinking about the problems existing in the management model of forestry technology. Therefore， it is very important to continue to utilize the forest resources and make the resources not exhausted and the environment is not bad. This study puts forward some problems existing in the management of yinglin， and puts forward some countermeasures for the existing problems.

随着经济的不断发展，营林模式的改进和林业资源的合理利用一定是大势所趋。现如今，我国对林业资源需求量大，所以，只有解决了林业管理中已存在的一些问题，并建立完备的林业管理利用体系，才能真正的推动我国社会主义发展，实现可是资源持续发展的目标。希望本研究提出的一些改进策略能起到一些作用，为祖国发展贡献自己的一丝微薄之力。

1.营林管理中存在的问题

1.1管理人员专业知识不达标

营林管理的工作人员素质参差不齐。有一些专业知识丰富，完全可以胜任育林管理培育的工作；可有一些专业知识掌握普通、模棱两可，只能做一些主流的育林管理工作，可当面对一些不常见的育林问题时，就会不知所措，不具备解决问题的知识；甚至还有一些营林管理的工作人员专业知识欠缺，根本不具备解决育林问题的能力[1]。……
