21世纪初期以来河北省经济增长模式的探究

进入21世纪以来，河北省GDP突飞猛进。由于工业在河北省经济发展中居主导地位，逐渐形成了一种以钢铁产业为主导，以高投入、高能耗、高污染为主要特征的粗放型经济增长模式。这种增长模式看似可喜可贺，但以牺牲生态环境为代价的落后发展模式，在环境问题日益突出的今天被推到了风口浪尖上，河北省经济增长模式的转变迫在眉睫。现今，在京津冀一体化以及供给侧结构性改革的大时代下，河北省调整其发展布局。这种调整必然会对河北省经济实现绿色健康发展以及更快配合经济新常态具有重要意义。

Abstract：Since the beginning of 21st Century， Hebei’s GDP has grown by leaps and bounds. Because of the dominant position of the industry in the economic development of Hebei Province，it has gradually formed a kind of extensive economic growth mode which takes the iron and steel industry as the leading factor， and the high input， high energy consumption and high pollution as the main characteristics. This pattern of growth appears to be gratifying， but a backward development mode of sacrificing ecological environment， where environmental issues have become increasingly grave today. Hebei’s economic growth mode change is imminent. Today，against the backgroand of the integration of Beijing， Tianjin and Hebi Province， and structural reform of supply side， Hebei should adjust its development layout. This adjustment will be of great significance to the province’s health and green development so as to adapt to the new economic normal faster.

1 研究概述

河北省是我国东部地区的经济大省，自21世纪以来，其经济总量连年攀升，2000年GDP总量轻松突破5 000亿关口，在随后的十几年里，总体处于上升趋势，如图1所示。河北省第二产业的比重在缓慢下降，第三产业逐步上升，如图2所示。这表明河北省在反思自己的做法，并设法改善现状。

由于河北省经济增长模式具有一定的特点，又与我国近几年的生态环境问题密切相关，国内外相关学者对于河北省经济增长模式也在不断探究中。学者们主要观点有：无论是工业还是农业，河北省的综合生产率水平均低于全国平均水平，其经济的粗放程度高于全国平均水平[1]；……
