【摘 要】2016中国对外直接投资累计达1888亿美元，对国际能源优质资产的投资竞争也日趋激烈。论文重点研究了境外电力能源类资产投资面临的政府监管特点，详细分析了该种政府监管下境外投资面临的汇率、政策、投标、运营、建设等风险，并结合管理实践提出针对性的管理策略，为中国能源企业“走出去”战略布局提供参考借鉴。

【Abstract】2016， China's total foreign direct investment has reached US $188 billion 800 million， and the investment in international energy quality assets has become increasingly competitive. This paper focuses on the characteristics of government regulation on foreign power energy assets investment， and detailedly analyzes the overseas investment risk of exchange rate， policy， bidding， operation and construction under the supervision of government， and puts forward the corresponding management strategy combined with management practice， provides a reference layout for China's energy enterprises "Going Out" strategy.

1 电力企业境外投资情况

近年来，我国企业深入实施“走出去”战略，对外投资取得跨越式发展，对国民经济和社会发展的贡献日益增大。电力企业也积极响应并践行“走出去”战略，充分利用国际国内“两种资源、两个市场”，参与国际分工和国际合作，特别是国有大型电力企业，纷纷抢滩海外，拉开了以形式多样、资源导向、项目多元、专业开发为特点的境外投资大幕。

电网领域，国家电网公司先后获得菲律宾电网、巴西中部及东南部的7个输电网的特许经营权，近期与巴西国家电力公司合作采用中国特高压直流输电技术建设巴西美丽山水电站输电工程，南方电网公司充分发挥其独特的区位与地缘优势，加强与大湄公河次区域国家电网的合作开发，广泛开展与越南、老挝、缅甸、泰国等国家的发电项目合作，近期与三峡总公司和中国水电建设集团组成的中方联合体控股建设缅甸萨尔温江流域的龙头电站——孟东水电站，装机容量630～700万kW。……
