摘要：公共图书馆的职能之一是为公众提供公益性文化知识服务，对弱势群体也有提供信息服务的义务。文章从图书馆文化职能要求和弱势群体多元需求因素出发，阐述开展弱势群体公益服务的必要性，从服务渠道、模式和内容等方面分析图书馆弱势群体公益服务现状，并从创新思想、平台建设、技术革新、服务模式4个层面探讨构建公共图书馆发展弱势群体公益性延伸服务模式的实施路径。

Abstract： One of the functions of public libraries is to provide the public with the knowledge of public welfare cultural services， and to provide information services for the disadvantaged groups. This article started from the culture function demand of libraries and diversified needs of disadvantaged groups， discussed the necessity of carrying out public services for disadvantaged groups， analyzed the current situation of disadvantaged groups from the aspects of service channels， service modes and contents of libraries， and discussed the implementation paths of constructing public welfare and extension service mode of public libraries towards disadvantaged groups from the aspects of idea innovation， platform construction， technology reform and service modes.

公共图书馆作为文化知识的集散地，承载着搜集、整合文献资源，为大众提供文化服务的重要职能[1]。随着国民经济的逐步提高，人民群众开始越来越多地关注文化知识需求，弱势群体的信息需求也成为人们广泛关注的社会问题。“人性化服务、均等化服务、特殊化服务”成为公共图书馆近年来的发展目标。为确保国民公平享受文化资源，提高弱势群体的文化素质，扩大馆藏资源的利用率，公共图书馆开展弱势群体公益性服务对实现广大群众享有信息的“公平、平等”具有重要意义。

1 公共图书馆提升弱势群体公益性服务的必要性

设立公共图书馆的目的之一就是为广大人民群体提供免费的信息资源。随着人们对文化知识要求的多元化，图书馆必须关注用户需求，升级服务体系，更新馆藏资源，扩展服务群体，才能紧跟时代发展[1]。……
