【摘要】文章首先对设计施工一体化招标现存造价问题展开探讨，总结为资料信息误差、经济与技术缺乏结合以及专业人员素质偏低三方面。在此基础上重点探讨了工程设计施工一体化招标中相关问题的预防控制措施，从技术完善的角度来进一步解决，促进工程的造价预算结果准确性提升。

【Abstract】The article first discusses the existing cost of the design and construction integration bidding， summarizes the three aspects of information information error， lack of combination of economy and technology and low quality of professional staff. On this basis， this paper focuses on the prevention and control measures related to the related problems in the design and construction of the project， and further resolves it from the technical perfect point of view to promote the improvement of the project cost budget.

1. 设计施工一体化招标现存造价问题

（1）设计施工一体化招标资料问题。 设计施工过程中，由于基础资料存在大量的误差，导致后续招标阶段的造价控制受到严重影响。所得到的基础资料不能准确反映工程开展情况，最终的设计效果自然也会受到影响，招标阶段控制工程造价是十分重要的，而基础资料中存在的问题在造价预算中又很难被发现，是由于设计测量阶段的误差导致，当前的造价问题中，基础资料误差已经成为主要原因，同时这一问题也反映出工程现场的监管力度不足，不能对工程建设项目进行合理控制，在基础资料整合中，也存在技术方面的问题，如果不能及时解决，也将会造成严重的问题。

（2）技术与经济相分离问题。 基于设计施工一体化的招标理念中，所选择的施工技术方法并没有充分考虑对造价的影响，增大了现场的隐患，长时间处于这样的环境下，所选择的技术方法与原有经济体系之间出现严重隐患，導致方案不合理，甚至造成了管理计划落实困难的现象。……
