摘要： 一般工程项目施工过程中的变更和索赔的现象比较多，结算超预算的问题也会经常出现，为了有效控制这些情况，工程量清单和控制价编制单位必须审核清单和控制价的完整性和准确性。为此，工程量清单（以下简称清单）和控制价的审核质量至关重要。清单和控制价的审核应由具有丰富工作经验造价人员或者造价工程师来完成，本文主要浅谈工程量清单和控制价审核的一些要点。

Abstract： There are many changes and claims phenomenon in general project construction process， and the problem of settlement over budget often appear. In order to effectively control these cases， the bill of quantities and controlling price preparation unit must audit the integrity and accuracy of the list and controlling price. To this end， the audit quality of the bill of quantities and the controlling price is critical. The audit of the bill of quantities and the controlling price should be completed by the cost personnel or cost engineers with rich experience. This article mainly discusses some key points of the bill of quantities and controlling price.

1 清单审核要点

1.1 编制说明的审核

审核人员仔细查看招标文件、答疑资料、设计图纸，依据工程特点、施工现场状况和惯例施工方法，审核编制说明中的工程概况是否与招标文件中规定的招标范围统一；审核编制依据的资料是否齐全。

1.2 项目名称的审核

项目名称的确定应符合计量规范并结合拟建工程的实际状况。清单规范没有相应的项目时，项目名称应做为“补充项目”计入清单表内并在编制说明中注明。

审核人员依据图纸的分部分项工程查看工程量清单是否有漏项、重项。

1.3 项目特征的审核

清单项目特征应符合图纸要求，其完整性是对投标人确定材料型号规格的依据之一，也是确定综合单价、采用施工方法的重要依据。项目特征描述内容的应与计价规范要求一致，要完整准确，没有歧义。如计价规范不能描述清楚的，可按照图纸或业主要求描述，不能有缺项漏项。……
