摘 要： 如何在交通行业的应用中使用先进、成熟、科学的数据资源标准规范是辽宁省交通信息化建设和管理部门一直关注和致力探索的问题。以辽宁省交通行业数据管理需求为背景，研究了辽宁交通行业数据资源标准规范，解决行业内数据规范管理欠缺的问题、标准规范不统一的问题、数据采集不兼容的问题、以及区域间信息共享方式不统一、不全面的问题。规范数据全周期管理，杜绝开发单位的设计随意性，从而整体提升数据质量，发挥了数据价值。

Abstract： How to use advanced， mature and scientific data resource standard specification in the applications of traffic industry has been the focus of the traffic information construction and management departments in Liaoning province. Based on the data management requirements of the traffic industry of Liaoning province， the standard specification for data resources of the traffic industry is studied to solve the problems of lack of data standardization management， the standard specification is not uniform， the data acquired is not compatible， as well as the way of regional information sharing is not uniform， not comprehensive. With the specification data lifecycle management， put an end to the design randomness of the developers， so as to improve the overall quality of the data， play a data value.

0 引言

遼宁省的交通运输信息化应用程度越来越高，信息化已经成为我省交通运输行业提高管理水平的有效支撑手段。但是，省交通信息化也存在一些问题，制约了交通信息化向前推进的步伐。本文根据交通部交通数据标准，结合辽宁交通行业实际情况，研究探讨辽宁省交通行业数据规范，以促进实现交通行业数据资源管理、控制和共享。

1 现状分析

1.1 存在问题

辽宁省交通资源标准化方面问题有以下。

⑴ 交通行业级数据标准缺失，行业内部没有形成全部的数据架构和规范的管控机制，只是在单个厅局开展小范围的工作。

⑵ 行业数据标准规范深度不够，只是由数据标准的有关工作负责部门进行应用实施，导致数据规范相关工作与实际业务脱节。

⑶ 行业数据标准管理办落实不到位，原来的多部门、条块化管理模式，以及数据管理与业务管理在一起，造成有关数据管理办法落实困难不到位。……
