摘 要 公共图书馆在台湾渐受重视，传统图书馆的服务已无法满足资讯时代读者的需求，近来公共图书馆已逐渐转型成为民众地方学习中心，除维持原有的服务外，亦担负着文化角色。图书馆员必需不断地提供创新服务，努力行销图书馆，办理各项阅读推广活动以吸引读者利用图书馆。论文通过桃园市立图书馆近2年规划之推广活动，阐述基层图书馆如何藉由多元主题的活动内容，并结合社区与学校的力量，彰显图书馆的功能，获得更多民众的认同。

Abstract In Taiwan， public libraries has been getting more and more attentions recently. As a results， traditional library services cant meet the needs of readers in this information age. Public libraries have been transformed into local learning centers. In addition to the usual services， the public libraries also play the cultural roles. The librarians must keep brainstorming to provide innovative services， to promote the libraries， to hold varieties of reading-related activities to attract readers to use the libraries. Based on the activities held by the Taoyuan Public Library in the past two years， this paper describes the cultural creativity spirit of a public library， and how it highlights the functions of libraries and get more public recognitions with varieties of activities collaborated with the communities and schools.

台湾公共图书馆近年蓬勃发展，不论是软件或硬件的建设，都令人眼睛为之一亮，尤其在“教育部”逐年的经费补助下，再加上各地方政府的自筹经费，许多原本年久失修或不符读者需求的图书馆空间，经过重新设计及整修后焕然一新，营造出的阅读氛围，往往有让人惊艳之感，也屡屡登上媒体版面。而在馆藏资源方面，多数公共图书馆也针对不同年龄层，如婴幼儿、青少年、乐龄或一般民众的需求，分别建置阅读专区并采购相关书籍，希冀藉此吸引更多的读者进入并使用图书馆资源。但不可否认的是，在网路资源普及，人手一机的情况下，民众获取资讯的管道虽更为多元且便捷，但图书馆普遍面临进馆人数下滑，借阅率降低的窘境。而如何让更多人看到图书馆的服务，强化馆方与读者之间互动，让图书馆的效益发挥到最大，是公共图书馆的首务之急。……
