摘 要：社会力量办体育是未来体育改革发展的方向，是保障公共体育服务供给效率与公平、促进体育行业有效竞争、实现体育资源有效配置的重要途径，同时还具有可行性和必要性。推进社会力量办体育的路径包括：加速推动体育治理的公共权力回归社会，实现体育资源“内循环”向“系统循环”的转变，实现社会力量由“被动参与”向“主动参与”的转变，着力推行“抓运行、促变迁、重调控、推创新和强保障”的重要举措，以高效率实现社会力量办体育。

The feasibility and realization paths of social power running sports

Abstract： Social power running sports is the direction of sports reform and development in the future， an important way to ensure public sports service supply efficiency and fairness， to promote effective competition among the sports industry， and to realize the effective allocation of sports resources； social power running sports is feasible and necessary. Paths for boosting social power running sports include the followings： accelerate the return of the public power of sports governance to society； realize the changing of sports resources from “internal circulation” to “system circulation”； realize the changing of social power from “passive participation” to “active participation”； strive to implement such important measures as “manage running， promote changing， value regulating， boost innovating and strengthen ensuring”， so as to highly efficiently realize social power running sports.

在全面深化改革和创新社会管理的背景下，“大社会、小政府”的理念不断强化，社会力量在社会经济发展的各个领域扮演着越来越重要的角色。社会力量参与教育、文化、体育和公益等公共事务已成为理论研究的热点，诸如社会力量办学[1]、社会力量办图书馆[2]、社会力量参与公益事业[3]和社会力量参与危机管理[4]等研究成果不断涌现。体育事业的发展亦不例外，包括事业单位、党群社团、社会团体、民办非企业、非政府组织、企业和作为自然人的社会公民等在内的社会力量[5]，在兴办和促进体育事业发展中发挥了重要作用。体育向社会开放、向民间延伸的效应不断向前推进，社会力量办体育的课题也提上研究日程。体育由“政府办”向“社会办”的转变涉及到一系列体制改革创新，其中社会力量办体育的可行性如何、社会力量办体育如何实现等，是亟需解决的问题。……
