浅谈设计院在EPC项目设备采购/制造的质量控制

【摘 要】随着经济发展,工业需求增加,越来越多的发展中国家在积极推动能源建设,越来越多的能源项目采用EPC项目模式进行建设。由于在电力建设工程技术领域具有独特优势,电力设计院越来越多地涉足EPC项目。本文对电力设计院在主导或参与EPC项目时所涉及设备采购、制造过程中质量保证方面的工作,进行一些探讨。

【Abstract】With the development of economy, the demand of the industry is increasing, more and more developing countries are actively promoting energy construction, more and more energy projects using EPC project mode for construction.Due to the unique advantages in the field of electric power construction engineering technology, electric power design institute more and more involved in the EPC project.In this paper, the Power Design Institute in the lead or participate in the EPC project involved in the procurement of equipment, manufacturing process of quality assurance work, a number of discussions.

1 引言

当前电力设计院在EPC项目中承担的角色主要有两种模式:一是电力设计院作为EPC总承包商，二是电力设计院作为EPC总承包商的工程咨询公司。以下针对这两种模式下电力设计院在EPC项目的设备采购、制造过程中质量保证的活动，从评价、控制、验收三个方面进行探讨。

2 评价

能源建设项目的建成需要采购所需的设备，选择合适的设备是保证项目成功的必要条件。设备制造单位是采购过程中需要评价的对象。对设备制造单位的评价自然是项目建设过程中的重要活动。

如何评价设备制造单位，是我们接下来应该考虑的问题。EPC总承包商应该建立合格供应商名录，合格供应商应符合如下基本条件:有能力满足产品质量要求；有完整并已付诸实施的质量管理体系；有良好的信誉和财务状况；有能力保证按合同要求准时交货，有良好的售后服务；……
