摘 要 2001年教育部在高校教师教育技术培训工作中提出了明确要求，而对高校教师教育技术培训实效评估工作将是贯彻教育部培养要求的重要体现，也是考察教育技术培训工作能否得到要求的关键。为此，本文将从高校教师教育技术培训实效工作评估体系建设上，从培训实效评估理论出发，提出多元化教育技术培训实效评估主体及运作模式，在借鉴柯式四层次评估模型基础上，采用德尔菲专家法来确定评估指标，并运用层次分析法来明确各指标的权重，从而获得完善的教育技术培训实效评估体系。

On Construction of College Teachers' Educational Technology

Abstract In 2001 the Ministry of Education in Educational Technology Training in Universities clear requirements， while college teachers' educational technology training effectiveness evaluation will be the Ministry of Education to implement the requirements of an important manifestation of culture， but also examine the availability of educational technology training requirements . To this end， the paper will Universities' Educational Technology Training Effectiveness job evaluation system， to assess the effectiveness of the training theory proposes diversified educational technology training effectiveness and assess the main mode of operation， the four-level evaluation model reference offset based on the use the Delphi method to determine the evaluation index， AHP and to clarify the right of each index to obtain a sound education and technical training effectiveness evaluation system.

教育技術是高等院校教育体制改革的关键，也是推进高校信息化建设发展的主要动力。随着现代信息技术在高校教育教学中的广泛应用，加强对高校教师教育技术培训与管理工作就显得尤为重要。2001年教育部出台的《关于开展高校教师教育技术培训工作的通知》，明确提出本项工作开展的意义与目的，从而进一步推动了高校教师教育技术培训工作的全面开展。在培训工作开展以来，对于我国高校教师教育技术培训效果的研究也逐渐增多，特别是对于构建科学合理的，具有可操作性的培训实效评估体系来说，成为各校教育技术培训工作关注的焦点。本文将从当前高校教师教育技术培训效果评估现状入手，从可行性、客观性、定性和定量相结合的原则指导下，运用德尔菲法、层次分析法、模糊综合评估法等技术来设计评估指标，并从指标权重优化上来构建一套科学、合理、可行的高校教师教育技术培训实效评估体系。……
