摘要 基于榨菜全过程和安全控制要求及《初级农产品安全区域化管理体系要求（GB/T26407）》，与示范区组织保障、质量安全标准化、农业化学投入品控制、质量安全追溯、质量安全检测检验监管、种植过程疫病防控、预警通报与应急、质量安全诚信和多元化国际市场等体系有机融合，建立出口榨菜质量安全示范区管理体系平台。3年的实践运行结果显示，出口涪陵榨菜安全水平提高，知名度提高，管理体系得到认可。分析了示范区平台建设存在的问题，并提出对策建议。

Abstract Based on pickle process and safety control requirements，systems on organization construction of demonstration area，pickle quality and safety standardization，chemical and agricultural investment control，traceability，inspection and test，plant disease prevention and control，alert and treatment，enterprise integrity and multiple international trade market were combined by GB/T26407 Regional Management System of Primary Agricultural Products Safety Requirements. Management platform of export pickle quality and safety demonstration area was established. 3 years of practical operation results showed that security levels of export Fuling pickle were increased，more known， management system was recognized. Problems in demonstration platform construction were analyzed and countermeasures were suggested.

出口涪陵榨菜面临较多的技术贸易壁垒[1]，出口榨菜风险预警时有发生[2]，产业的健康发展在涪陵区乃至重庆地区社会经发展影响深远[3]。从“农场到餐桌”的食品安全控制理念為发达国家广泛应用。我国从2003年开始探索从源头确保出口食品安全的模式[4]，2011年国家质检总局进出口食品安全局在全国范围加以推广应用，发布出口食品农产品质量安全示范建设指导意见，取得一系列重要成果[5]。推出“公司+基地+标准”的生产管理多种模式，在一定程度上控制了原料及食用安全[6-13]。但缺少区域性的系统管理研究，模式的运行存在局限性[14]。《初级农产品安全区域化管理体系要求（GB/T26407）》于2011年发布[15]，为规范质量安全示范区体系提供了标准化的可能，但应用研究并不多见。2013—2015年在出口涪陵榨菜质量安全示范区建设中导入《初级农产品安全区域化管理体系要求（GB/T26407）》应用研究，为保证榨菜安全方法探索和提供长效机制。……
