浅析构建海绵社区的意义

近年来城市水资源紧缺，城市内涝、水污染、雾霾天气、热岛效应等问题频发，针对以上问题，国家积极推进海绵城市的建设。海绵社区是海绵城市的一个细胞体，是整个神经系统的神经末梢。从生态的角度分析，把构建海绵社区的理念引入城市建设中，能为人们解决城市生态问题提供更大的帮助。文章主要介绍了海绵社区的基本内涵、实现海绵社区的途径以及构建海绵社区的意义。

【Abstract】These years witnessed frequent outbreaks of water shortage， water blogging， water pollutions， smog weathers， heat-island effect etc. in urban areas， for which our government provokingly promoted the construction of sponge cities. Sponge community was just one cell body of sponge city and also the nerve ending of the whole nervous system. From the viewpoint of ecology， this thesis brought the idea of constructing sponge community into urban development and provided more help on tackling ecologic problems of cities. And it mainly introduced the basic connotation of sponge community， approaches to realizing sponge community and the meanings of constructing sponge communities.

10年间，中国的城镇化水平快速提高，城镇化率从2004年的41.76%上升到现在的54.77%，与之相伴的是城市发展面临的环境和资源问题日益凸显，其中，城市水资源供需矛盾严重。随着工业化进程的不断推进，经济飞速发展，空气污染也逐渐加重，雾霾天气随之产生，雾霾给人们的身体健康和环境带来了严重的危害。面对当前日益加剧的气候变化以及快速发展的城市化进程，必然要运用新的建设理念来改善当前中国众多城市缺水、水污染、雾霾等生态环境问题。

在原生态的状态下，森林、道路、河湖就是天然的海绵体，能够实现对径流雨水自然的渗透、调蓄、净化、利用和排放，但由于城市路面的不断硬化和城市建设的无序发展，雨水落到地面只能从管道里集中快排，导致许多严重缺水的城市大量的雨水流失。水文条件和生态环境迅速被破坏的城市普遍面临城市内涝、径流污染、水资源短缺等突出问题，在这种背景下，海绵城市建设的需求就迅速被提上日程。……
